Our work has benefited over 8 million elderly and our programmes cater to more than 2 million older people every year. We work in the areas of health care, livelihood support, residential care, disaster mitigation, social security and rights of poor elderly. The funding for the programmes is largely indigenous and raised from individual, institutional and corporate donors. We also advocate for formation of policy related to the elderly. HelpAge India has worked for over 45 years in India. HelpAge India has secured a multi-year project grant from a large institution-based philanthropy in India to implement a comprehensive district level ecosystem-based intervention which looks at comprehensively addressing the needs of the elderly from a care, health and social support perspective. The project will span 3 states namely MP, Odisha & Uttarakhand. this project would need community-based project implementation with significant liaisioning & coordination with multi stakeholders who will range from HelpAge’s internal staffs, Donor’s team, state govt and community-based organizations.

We are now looking for suitable candidates for the position National Programme Manager. The position is based at Head Office, Delhi, however involves travelling to three states i.e. MP, Odisha & Uttarakhand. The National Programme Manager would be the national coordinator for the project. S/he will oversee the smooth running of the project across the 3 states. This position will monitor the various project initiative / activities, ensuring that they are progressing in accordance with the project objectives and outcomes and complying with internal and donor’s procedures & requirements. S/he would be responsible for ensuring planning, implementation, monitoring and evaluation of the project which leads to the desired impact for the project.  The position will report to Mission Head (Agecare).

Key Responsibilities:

Programme Management:

  • Carry out Project Implementation Planning (PIP) Workshop and develop detailed implementation plan along with monitoring plan (quantitative and qualitative) for the project, engaging internal and external stakeholders.
  • To carry out activity-based budget based on the approved budget, upload it in the online financial MIS and track budget utilization as per pre-defined and agreed KPIs to ensure proportionate and optimal fund use in coordination with the Finance and Admin Executive.
  • Ensure the holistic implementation of the project goals under the 2 major components of the project – “Home Again” Component catering to the shelter & survival needs of the elderly and “Comprehensive District level Intervention” through establishment of CARE Centre (“Community Action for Relief of Elderly” Centre).
  • Carry out community mobilization & participation in ensuring greater support and collaboration at the village level in ensuring project is implemented with community involvement & ownership.
  • Carry out frequent field visits to support the state & field Staff and to assess the project progress.

Program Impact, Monitoring, Evaluation, and Learning:

  • Develop program impact metrics consistent with PIP and create a system of ongoing evaluation, ensuring strong work plans and alignment between the individual, team, and organizational goals and priorities.
  • Strongly support and assist the implementation of M&E system.
  • Ensure close monitoring of the program works in the field to ensure alignment and contribution to country Project strategy, monitor the flow of information, and systemic documentation of quantitative and qualitative achievements in the field and lessons learned thereof.
  • Schedule regular project monitoring meetings with the team (frequent basis) and with the community (regular basis) along with other stakeholders so that the project proceeds as per plan and mid-course correction can take place taking in to account ground realities / exigencies.
  • Lead project team to strive for impact at the country level leading to sustained change based on solid systems and incorporation of learnings into programs.

Collaboration and Liaisioning:

  • Liaise with training and finance manager of the project, who will be part of the project team, in ensuring training mandate is fulfilled and proper finance process is followed respectively.
  • Be in direct contact and ensure regular handholding & guidance with the district coordinator, cluster coordinator and the project team at the district level.
  • Liaise with central and state govt and NHM dept. to ensure that the collaboration with govt. district level health systems is firmed up to ensure linkages and activation of the National Program for Healthcare of Elderly (NPHCE).
  • Collaborate with partner old age homes at the district level in ensuring the “Home Again” component is implemented holistically in terms of making it a model old age home in improving the quality of life of the elderly residents.
  • Liaise with HelpAge’s internal team i.e., programs, finance, HR, procurement, communications and admin. To ensure that the project activity proceeds smoothly without any roadblocks.
  • Coordinate with the state team & head office staffs to ensure the implementation of project work plans to achieve result as defined in the plan.
  • Identify on field experts, partners, collaborators who can help in training, capacity building, add to the technical know-how of the team and overall add value to the project.
  • Develop extensive linkages for the elderly linking them with schemes and benefits of the government like pensions, MNREGA, Ayushman Bharat etc.
  • Liaise with donor in ensuring reporting, communication and all donor related compliances are adhered to with regular appraisal and update on the project progress.

Reporting & Documentation:

  • To ensure timely reporting on programmatic & financial update as per the formats suggested by the donor.
  • To carry out documentation of human-interest story / Representative stories along with other modes (short movies/documentaries) showcasing the impact the project is creating.
  • To regularly update and share communications material with HI Communications Team for proper showcasing of the project impact on HI domain & platforms (website & social media).

Ideal Candidate Profile (Essential Attributes):

  • Minimum 8 years in social sector & related field with a minimum of 5 years in direct community level project implementation, Should be MSW / MHA / MPH / Masters in Development Studies.
  • Adept and expertise in conducting large national level community centered project and aware of the complexity associated with such initiative with multi staleholders’ engagement.
  • Excellent communication (speaking and writing) skills in English. Reading & speaking ability in Hindi.
  • Demonstrate drive and determination to achieve both results and success; can be counted upon to successfully exceed goals; regularly pushes self and others for results; persisting despite obstacles and opposition.
  • Keeping the organization’s vision and values at the forefront of associated decision-making and action.
  • Networking, partnership and collaboration skills with proven ability of having strategic partnership/s at a national and state level.
  • Should be proficient in using Microsoft Office especially excel, power-point.
  • Good networking skills in the social sector esp. with training organisation, community-based organizations / NGOs and government stakeholders.
  • Leadership skills with ability to establish short- & long-term goals for the project
  • Have led a team of professional. Team building skills with proven ability of nurturing & mentoring teams in the past.
  • Dealing with complexity and ability to lay down clear road maps on the current operation and growth of the program.

Emoluments will be commensurate with skills and in line with those in the sector.
