Duties and Responsibilities:

The Senior Engagement & Implementation Analyst – Central Project Management Unit will work under the overall guidance and supervision of the National Programme Director-CPMU. S/He will ensure engagement of all direct stakeholders and delivery of project objectives, in coordination with the Joint Secretary & CEO, DoA&FW, MoA&FW when needed.

  • Provide strategic leadership for the engagement and implementation of MoA&FW’s PMFBY & KCC-MISS schemes at the State/Zonal level.
  • Develop and communicate the vision, goals, and objectives for state engagement and program implementation initiatives.
  • Collaborate with senior management to develop policies, strategies, and plans for effective scheme implementation and stakeholder engagement.
  • Establish and maintain strong relationships with key stakeholders, including state governments, insurance companies, banks, CSCs, and other relevant organizations.
  • Collaborate with stakeholders to identify areas of collaboration and partnership for improving scheme implementation and achieving desired outcomes.
  • Provide guidance and support to the State teams (SPMUs) in developing implementation plans, strategies, and guidelines for the PMFBY & KCC-MISS schemes.
  • Ensure compliance with scheme objectives and guidelines by monitoring the implementation activities.
  • Conduct research and analysis to inform program planning and decision-making, identifying emerging trends, challenges, and opportunities in the field.
  • Oversee the monitoring and evaluation of scheme implementation progress in the States, ensuring that appropriate monitoring systems are in place.
  • Review and analyze reports prepared by the State teams, including progress reports, impact assessments, and case studies, to assess program achievements and challenges.
  • Perform any other tasks consistent with the level of the post and/ or assigned by the Reporting Officer; National Programme Director – CPMU.

Required Skills and Experience:

  • Education:
    Advanced university degree (master’s degree or equivalent) in Agrometeorology/ Meteorology/ Agriculture Physics/ Agronomy/ Agriculture Statistics from a recognized university with atleast 60% marks OR
  • A first-level university degree (bachelor’s degree) in Agrometeorology/ Meteorology/ Agriculture Physics/ Agronomy/ Agriculture Statistics from a recognized university with at least 60% marks
    Experience:
  • Up to 2 years (with master’s degree) or minimum 2 years (with bachelor’s degree) of demonstrable relevant experience at the national or international level in program management, stakeholder engagement, and implementation in the agricultural or rural development sector.
  • Relevant Experience at the National/State level working with Governments and private entities in the insurance sector.
  • Additional years of experience at the national or international level in program implementation in the field of agriculture, rural development, IEC & Capacity building.
  • Relevant years of Experience of working with Central and/or State Governments/ UN agencies/
  • National/ International/ Public private organization/ on similar assignments.
    Understands and applies fundamental concepts and principles of a professional discipline or technical specialty relating to the position.
  • Experience in the usage of computers and office software packages, good knowledge and experience in handling of web-based management systems.
  • Demonstrates substantive and technical knowledge to meet responsibilities and requirements of the post with excellence.
  • Possesses the capacity for strategic planning, result – based management and reporting.
  • Good facilitation and communication skills.
  • Ability to carry out research and communicate strategic pieces that guide decisions on strategic programme directions.
  • Tailors and presents information to diverse audiences using a variety of communication delivery methods (e.g., written, electronic, oral, interpersonal) Documentation.
  • Good interpersonal skills and ability to establish and maintain effective partnerships and working relations with people in a multi- cultural, multi-ethnic environment with sensitivity and respect for diversity.
  • Demonstrated skills in building, mobilizing, and connecting with a wide range of stakeholders – insurance agencies, farmer organisations, state agencies etc.
  • Hands-on experience in design, formulation, implementation, monitoring and evaluation.
  • Ability to lead consultative meetings at national and state level with partners and senior stakeholders to identify priorities and manage the timely delivery of project activities.
  • Reliable in delivering own parts of the work as part of a team effort.
  • Demonstrates excellent work/project planning skills.
    Is open to change and ability to manage complex, ever-changing environments.

English and Hindi
Remuneration     

Remuneration starting at INR (Annual) 14,35,932 /1,19,661 INR (Monthly) as per the scale depending on qualifications and experience. The remuneration is excluding 8.33% pension amount paid over and above the salary.
