Key Responsibilities:

 

The Program Officer – Surveillance will play a critical role in supporting disease surveillance and One Health activities. The PO-Surveillance will contribute to the enhancement of pandemic preparedness and response by:

Technical Assistance & Program Support:

  • Provide technical assistance to government counterparts at the central level and intervention states on disease surveillance, including the implementation of the Integrated Health Information
  • Platform (IHIP), community-based surveillance, private sector engagement, and One Health/ AMR.
  • Assist in conducting gap assessments of the existing disease surveillance systems in intervention states and developing actionable plans to improve key indicators.
  • Assist in the preparation and implementation of a State Action Plan for Rabies elimination in selected intervention states. 
    Coordination & Collaboration:
  • Collaborate closely with the Technology, Innovations, and Health Systems (TIS) team at PATH to develop, implement, and monitor state-specific project activities, including the creation of roadmaps, work plans, and reports.
  • Engage with government officials, development partners, and other stakeholders to ensure alignment and effective implementation of project interventions.
     
    Training & Capacity Building:
  • Plan and facilitate training sessions on IHIP, the National Rabies Control Program, One Health, and related interventions for health workers in the intervention states.
  • Develop operational guidelines, tools, checklists, and learning resource packages to support training and capacity-building efforts.
     
    Documentation & Reporting:
  • Develop technical documents, including Standard Operating Procedures (SOPs), guidelines, research materials, and other resources to support disease surveillance and One Health initiatives.
  • Prepare and submit detailed project reports, assessments, and other relevant documentation as required.
     
    Field Support & Outbreak Response:
  • Provide technical assistance to intervention states in outbreak preparedness, investigations, and the analysis of surveillance data.
  • Travel to intervention states and cities as needed to support on-the-ground activities related to strengthening disease surveillance.
     
    Other Responsibilities:

Perform other duties as assigned by the supervisor to ensure the smooth functioning of the project and the achievement of project and organizational goals.

 

Functional Competencies:

  • Familiarity with stakeholders involved in disease surveillance and One Health/zoonosis.
  • In-depth knowledge of the technical and programmatic aspects of disease surveillance and public health.
  • Proficiency in writing technical and programmatic documents, including operational guidelines, training materials, and assessment reports.
  • Proven experience in engaging and liaising with government health functionaries, national and state-level administrators, and development partners.
  • Demonstrated ability in data analysis, data visualization, and analytical thinking.
  • Strong written and oral communication skills in English and Hindi.
  • Proficient in Microsoft Office, including Word, Excel, PowerPoint, and Outlook.
  • Ability to work effectively within a team of professionals from diverse backgrounds and collaborate with government and non-government agencies.
  • Capacity to manage multiple assignments under tight deadlines.
  • Willingness to travel up to 30% of the time.
     

Required Experience:

  • Educational Qualifications: MBBS/BDS/BAMS/BHMS, with an MD in Community Medicine, or
  • Master’s in Public Health (MPH), or Diploma in Public Health (DPH).
  • Professional Experience: 3-5 years of experience working within government programs and
  • systems, particularly in large-scale public health programs focused on health systems strengthening.
  • Familiarity with the Indian public health system, key stakeholders, and relevant government policies/strategies, especially Ayushman Bharat, the National Health Mission, and the Integrated
  • Diseases Surveillance Program.
  • A strong understanding of public health surveillance is desirable.
  • Prior experience in similar roles or with agencies like CDC, WHO, etc., will be an added advantage.
     

**Tenure of Employment:  Till December 2024, with the possibility of extension based on budget availability and candidate performance.

 

Location: Delhi, India
