WHO’s mandate revolves around six leadership priorities including advancing universal health coverage, addressing the challenge of non-communicable diseases, implementing the International Health Regulations (2005), and addressing the social, economic and environmental determinants of health.  WHO’s South-East Asia Region (SEAR) is made up of 11 countries, with over 1.9 billion people, including India’s population of 1.4 billion.

 

### Job Description

 

**Job Location:** District, India (extensive travel required)

 

**Experience Required:** 

 

* At least one (1) year of public health experience after graduation working with Government, UN agencies, or similar organizations. 

* Experience in public health/program management at district, divisional, and state level, and/or experience working in the field of Malaria, Vector Borne Diseases, and Neglected Tropical Diseases is an added advantage.

 

**Responsibilities:**

 

* Collaborate with state authorities to plan, accelerate, and control malaria aiming for SDG targets by 2030.

* Provide technical guidance to state health directorates on monitoring and surveillance of malaria in high-endemic districts.

* Strengthen state capacity in developing and implementing roadmaps to reduce the burden of malaria.

* Strengthen malaria surveillance systems, including case-based reporting, investigation, classification, and response at the state level.

* Enhance information systems and health intelligence through IHIP for decision-making and evidence generation regarding malaria.

* Provide ongoing support, supervision, mentoring, and monitoring to all district-level health staff engaged in malaria control efforts.

* Develop and implement training programs, conduct outbreak investigations, and ensure district-level health staff are equipped with the latest strategies and technologies for malaria control and elimination.

* Review and assist in preparing quarterly progress updates for projects funded by donors.

* Assist states in conducting micro-stratification, preparing micro-plans, and supporting the implementation of intensified approaches for burden reduction. In areas of low transmission, support the implementation of case/foci surveillance.

* Build capacity of malaria program colleagues for malaria burden reduction, elimination interventions (case management, vector control, and surveillance).

* Ensure that district health staff are updated on the latest malaria control strategies and technologies.

* Support the investigation and response of malaria outbreaks within the district.

* Collaborate with the Regional Team Leader and National Public Health Surveillance Project staff to implement and manage malaria programs efficiently.

* Support planning for involvement of private sectors for malaria elimination.

* Support overarching goals of communicable disease prevention, control, and elimination.

* Perform any other duties as assigned by supervisors. 

 

**Qualifications:**

 

* **Essential:** University degree in Allopathic Medicine (MBBS or equivalent) with MCI/State Medical Council registration. 

* **Essential:** University degree in public health, epidemiology, or public health entomology equivalent from a recognized institution/university. 

* **Desirable:** Post-graduation in Community Medicine/Preventive and Social Medicine/Public Health/Tropical Medicine/Epidemiology/Management or Health Administration/other allied fields.

* **Languages:** Excellent knowledge of written and spoken English. Working knowledge of local language is an asset.

* Thorough knowledge of the situation in India about Malaria and VBDs.

* Very good knowledge of WHO policies, programs, and guidelines in the related areas.

* Sound technical and policy advisory skills, based on evidence.

* Leadership, coordination, and supervision skills with demonstrated ability to work effectively with government and colleagues in a team setting at national and subnational levels, to share information and data, and to make oral and written presentations on technical issues.

* Ability to analyze, synthesize, evaluate, interpret, and consolidate information from multiple sources and use it for public health decision-making and advocacy.

* Proven ability to build and maintain relations and network with national authorities and other stakeholders across relevant sectors.

* Understanding of potential motivating factors within the national context and ability to adjust to new approaches in an increasingly complex environment.

* Modern management skills (planning and evaluation, etc.).

* Demonstrated skill in the formulation, design, development, and implementation of monitoring and evaluation frameworks.

* Capacity to prepare terms of reference and to prepare, monitor, and manage the implementation of contractual agreements.

* Capacity to convey information and options in a structured and credible way; ability to speak and write clearly.

* Proficiency in computer applications and ability to draft reports.

* Knowledge of WHO/UN agencies programs and practices is an advantage.

 

**Remuneration and Benefits:**

 

* Monthly remuneration is INR 157,449, taxable as per Indian laws.

* The appointment will be through a Special Services Agreement (SSA), extendable subject to satisfactory performance and continuing need for the function.

* The position may require extensive travel (up to 15 days in a month) to the states and districts.

* The Zonal Coordinator, Malaria is a national of the country (India) where he/she is to serve, is recruited locally, and is not subject to assignment to any official station outside the home country.
