**Job Description:**

 

This position is primarily responsible for ensuring the successful implementation of Room to Read’s literacy program in accordance with the agreed logical framework, timelines, and budgets. The Officer, Program Operations will coordinate with program teams across all intervention states and Room to Read’s Country Office. This role reports to the Director, Program Operations, and is based in the India Country Office in New Delhi.

 

**Roles & Responsibilities:**

 

* **Program and Contextual Understanding:**

    * Develop a comprehensive understanding of Room to Read’s literacy program.

    * Gain expertise in Room to Read’s program models (I-Do, We Do, and You-Do), approaches, and their significance.

    * Develop an in-depth understanding of project approach and goals.

    * Possess a thorough understanding of key government initiatives and policies at the State and Central levels.

    * Demonstrate a strong understanding of various government structures, roles, and responsibilities.

* **Planning and Budgeting:**

    * Lead the preparation of annual work plans and budgets in the prescribed format, in consultation with all stakeholders.

    * Develop detailed implementation calendars aligned with planned activities.

    * Develop re-budgeting plans in consultation with all stakeholders.

    * Ensure accurate budgeting based on experience and +/-5% utilization.

* **Tracking Program Activities:**

    * Organize review meetings as per agreed frequency and ensure action points are adhered to, improving project quality.

    * Follow up on the organization of internal staff capacity building initiatives and highlight any gaps.

    * Act as the focal point person with state teams for day-to-day coordination.

    * Stay updated on developments from states for follow-up actions.

    * Submit timely cash forecasts and financial outlooks to the supervisor.

    * Review monthly financial MIS and report any concerns.

    * Ensure timely procurement and booking of expenses for all activities.

    * Develop Terms of Reference (ToR) for any consultancies that need to be awarded.

    * Conduct regular field visits to oversee program implementation at project locations.

    * Support the Monitoring, Evaluation, and Research (M&E) and Literacy team in developing indicators related to program assessment.

* **Donor and Global Office Compliances:**

    * Ensure all donor compliances are followed, and any deviations are properly documented.

    * Submit timely reports, fund requests, expenditure statements, and other documents.

    * Support the development of Memoranda of Understanding (MoUs), agreements, and other legal documents as required.

    * Respond promptly to any queries from donors or the Global Office.

    * Ensure timely submission of timesheets for all staff members.

* **Documentation for the Project:**

    * Develop high-quality donor reports as per the mandate during the reporting period across project locations.

    * Stay informed about programmatic developments at all levels to document them in strategic reports.

    * Develop internal notes for circulation with various team members and input during monthly review and planning meetings.

    * Contribute to reports and collaterals for donors and internal use.

    * Support the development of communication materials for project dissemination on different platforms.

    * In consultation with all concerned, develop data dashboards and ensure they are accurately and timely updated.

 

**Qualifications & Experience:**

 

* Master’s degree in Management, Social Work, or a related field is required.

* Minimum 6-8 years of relevant experience.

* Excellent writing skills and a high-level command of grammar.

* Ability to easily change writing styles to fit the audience and voice of the piece.

* Strong attention to detail.

* Comfortable working with budgets.

* Strong understanding of the Logical Framework and ability to work with state teams in finalizing the same.

* Possesses strong oral and interpersonal skills to communicate effectively with potential organizations and government contacts.

* Ability to interact effectively with a wide variety of people with diverse communication styles.

* Excellent coordination and problem-solving skills.

* Good interpersonal skills and a team player.

* Proficiency in Microsoft Office applications is required.
