**About the Chief Minister’s Youth Center (CMYC):**

 

The Government of Meghalaya, in partnership with Sauramandala Foundation and Project DEFY, has established 22 rural Self-directed Learning (SDL) centers for youth, called the Chief Minister’s Youth Center. These centers aim to build resilience, sustainability, and problem-solving skills in the next generation of the community. The CMYC provides access to the internet, open learning opportunities, and programs focused on innovation and entrepreneurship.

 

**About the Role:**

 

We are seeking a passionate and experienced individual to join our team as a **Manager – L&D / HR** for the CMYC. This role is crucial in strengthening the overall capacity of both the program team and field staff at the 22 CMYC centers. You will be responsible for designing, implementing, and evaluating learning and development programs, as well as overseeing key aspects of HR operations across the centers.

 

**Key Responsibilities:**

 

**Learning and Development (L&D):**

 

* Conduct training needs analysis to identify skill gaps across CMYC teams.

* Develop and implement engaging training programs using various formats (in-person, virtual, e-learning).

* Deliver training sessions and provide mentorship to field staff.

* Develop individual development plans and succession paths for key team members.

* Monitor training effectiveness through feedback, evaluations, and data-driven adjustments.

 

**Human Resources (HR) Operations:**

 

* Oversee recruitment, onboarding, and retention strategies for program staff, field staff, and support teams.

* Ensure HR policies are aligned with organizational guidelines and legal compliance.

* Implement programs to boost morale, manage grievances, and promote a positive workplace culture.

* Handle sensitive issues, mediate conflicts, and ensure fair and transparent processes for resolution.

* Maintain accurate HR records and prepare regular HR reports.

 

**Strategic Planning & Budget Management:**

 

* Manage the L&D and HR budgets, ensuring cost-effective resource allocation.

* Develop long-term strategies for team development and scaling HR operations.

 

**Innovation & Technology Integration:**

 

* Lead the adoption of new technologies (e.g., LMS, HRMS) for training and HR management.

* Oversee the use of learning and HR management systems.

 

**Eligibility:**

 

* Minimum of 3-5 years of experience in core Learning and Development (L&D) and Human Resources (HR).

* Preference for overall work experience of 6-9 years in the non-profit or social sector.

* Experience in rural community development or education in North East India is highly desirable.

* Proven experience in training program design, instructional methodologies, and adult learning principles.

* Strong understanding of HR policies, talent management, employee engagement, and workforce regulations.

* Experience leading multi-disciplinary teams and working cross-functionally with diverse stakeholders.

* Excellent communication skills, with the ability to facilitate training sessions and engage effectively with teams.

* Ability to assess the effectiveness of programs, make data-driven decisions, and solve complex challenges.

* Familiarity with LMS, HRMS, and e-learning tools.

* Proficiency in using virtual learning environments and platforms.

* Ability to handle sensitive and confidential information with discretion.
