**Job Description:**

 

The International Potato Center (CIP) seeks a dynamic Project Budget and Compliance Specialist with exceptional financial and analytical skills.  This role oversees the management of budgets and financial compliance for CIP projects globally, from proposal to completion.

 

**Key Responsibilities:**

 

* Monitor funding trends and manage capacity to ensure compliance and delivery of financial services to projects.

* Monitor all financial aspects according to agreements (internal ERP), IFRS, and donor guidelines. This includes preparing proposal budgets, setting up projects in OCS, preparing and submitting invoices, generating financial reports for donors, making timely corrections to the general ledger, and maintaining agreement master files.

* Collaborate with project teams to ensure dissemination of donor-related information and adherence to donor rules and regulations.

* Maintain positive relationships with donors and provide necessary reports, ensuring compliance with all terms and conditions.

* Monitor project compliance, including project audit reports and general financial and contract issues related to projects.

* Develop policies and procedures for project accounting and financial management, and contribute to those related to grants and contracts management.

* Monitor Portfolio Health: Recovery of Indirect Costs (Overheads, Chargebacks, Personnel), Potential Risks (Exchange Rate adjustments, Budget Variances/Revisions, Audits tracks).

* Prepare and submit timely and accurate donor reports (W1&W2, W3, and Bilateral Funding), requesting necessary invoices.

* Stay updated on donor regulations and award requirements outlined in the CIP compliance matrix to prepare accurate and timely reports.

* Maintain all applicable project records and files according to internal controls, demonstrating compliance with donor requirements.

* Prepare and submit timely and accurate portfolio reports (Compliance, Health).

* Comply with applicable CIP health and safety policies and procedures.

 

 

**Requirements:**

 

* Bachelor’s degree in Business Administration, Financial Management, Operations, or a related field.

* At least 6 years of professional experience.

* Knowledge of international development funding (Desirable).

* Aptitude for understanding complex regulations and monitoring financial transactions and documentation for compliance.

* Strong knowledge of Bill and Melinda Gates Foundation (BMGF) guidelines and BMGF project implementation.

* Strong knowledge of USAID projects, FAR and ADS rules and regulations, and OMB Circulars.

* Proficiency with accounting software packages (ERP preferable).

* Proficient in MS Office, especially Excel.
