**Job Description: Chief Operating Officer (COO)**

The Centre for Effective Governance of Indian States (CEGIS), pronounced See-Jis, is a non-profit organization dedicated to enhancing governance in India. Founded by Prof. Karthik Muralidharan and Ashish Dhawan, CEGIS works with state governments to improve development outcomes through four key pillars: outcome measurement, personnel management, strategic public finance, and state-market interfaces.
CEGIS partners with states to co-create solutions that drive governance reforms, focusing on data-driven decision-making, competency-based hiring, strategic budgeting, and efficient systems. With a team of over 150 professionals across India, CEGIS has established itself as a trusted partner for state governments, supporting them in achieving their goals through evidence-based strategies and actionable solutions.
**Key Responsibilities:**
– Partner with the CEO to translate organizational strategy into operational plans.
– Ensure seamless functioning of internal systems, processes, and structures.
– Oversee day-to-day operations, ensuring efficiency and alignment with strategic priorities.
– Develop frameworks and scalable models to support governance reforms across states.
– Manage financial and grants management practices, ensuring fiscal discipline.
– Foster a culture of collaboration, accountability, and high performance among teams.
**Key Qualifications:**
– Master’s degree with 18+ years of professional experience, including senior leadership roles in management consulting from a top-tier firm.
– Proven track record of operational leadership in complex, multi-stakeholder environments.
– Strong understanding of governance, public finance, or capacity-building in Indian states is desirable.
**Key Competencies:**
– Operational Acumen: Expertise in designing and implementing efficient processes.
– Leadership: Demonstrated ability to inspire and lead large, multidisciplinary teams.
– Stakeholder Management: Exceptional relationship-building skills across diverse groups.
– Adaptability: Resilience to navigate ambiguity and scale operations dynamically.
**Compensation:**
Remuneration will be competitive with Indian philanthropy and social sector pay scales, depending on the candidate’s experience level.
