PATH is looking for a diligent, analytical and a highly motivated individual to work with the Health Systems Strengthening team, in New Delhi, India as part of the PATH South Asia Hub team. The candidate will have an opportunity to work and contribute to a growing portfolio of impactful work in the public health space across multiple program domains, including, Tuberculosis and HIV, Covid-19 Diagnostics, Affordable innovations in public health (Impact Lab), Vaccines and Primary Health Care (PHC). In addition, the role would also encompass frequent collaborations with internal country offices and global teams within PATH, and external stakeholders including key donors, partners, and government agencies.
About the program:
PATH has been engaged by the Government of India for technical assistance to the states for the roll out of Fifteenth Finance Commission (XV-FC) and Pradhan Mantri Ayushman Bharat Infrastructure Mission (PM-ABHIM). PATH has been working in close collaboration with the National Health Systems Resource Centre (NHSRC) to provide technical assistance towards implementation of the national programs including PM-ABHIM and 15th Finance Commission recommendations. At present, PATH is supporting eight states (Bihar, Uttar Pradesh, Jharkhand, Odisha, Karnataka, Maharashtra, and Rajasthan) for establishment of Integrated Public Health Laboratories (IPHL) and Block Public Health Units (BPHUs) under XV-FC and PM-ABHIM.
Responsibilities:
- Serve as the in-country technical leader for surveillance and EPR under the Health systems portfolio, participating on the project’s Senior Leadership Team.
- Work closely with Lead – Health Systems Strengthening (HSS) to develop an in-country strategy for EPR & Surveillance in the intervention states.
- Provide high-quality technical support based upon expertise with surveillance systems strengthening, methods and strategies, current practice, and established reporting and operational standards while also being locally relevant and sustainable.
- Coordinate and work with a diverse group of stakeholders, such as the Ministry of Health and Family Welfare, National Centre for Disease Control (NCDC) and central and state units of Integrated Disease Surveillance Programme (IDSP), concerned medical colleges, several international and national development partner organizations, and the donors
- Provide technical insights and expertise on areas including response and control of infectious disease outbreaks and develop roadmap for implementation of disease surveillance in the intervention states.
- Work with the team to prioritize challenges and design innovative models for surveillance in the intervention states.
- Provide technical expertise in reviewing, developing the technical contents for communication materials, job aids and tools for the community, healthcare providers and front-line workers on disease surveillance.
- Identify gaps in core functions of human and animal disease surveillance systems, support technical implementation of surveillance activities for strengthening Disease Surveillance and Response, climate change, global health security, and other technical areas as needed.
- Provide support to the development and monitoring of work plans, budgets, and finances in accordance with the donor rules and regulations and PATH policies and procedures.
- Work closely with national and state team to develop annual work plan for the program and provide support in implementation and monitoring of program activities as per agreed plan and timelines.
- Work with Monitoring & Evaluation (M&E) team at national and state level to design indicators, establish systems for tracking progress, indicators, and deliverables according to agreed work-plans to ensure state and donor requirements are met.
- Represent PATH at national and state-level meetings involving government and development partners.
- Frequent travel to the state and districts as per the project’s requirement.
- Perform other activities, as assigned by the supervisor to achieve organizational goals
Required Experience
- MBBS with Master’s degree in Community Medicine/ Internal Medicine/Public Health/ Epidemiology with valid registration is required.
- At least 8 years of experience working in the domain of surveillance, AMR and infectious diseases
Broad understanding of Infectious disease epidemiology, antimicrobial resistance, and zoonotic diseases. - Preference for experience working on laboratory-based surveillance systems, experience integrating laboratory and surveillance data.
- Proven professional experience working with governments and counterparts, international donor organizations, civil society, and private sector on infectious disease or surveillance programming.
- Excellent written and oral communication skills in English
- Team-focused and collegial with the ability to interact with diverse colleagues and facilitate strong working relationships; adept at working closely with others over geographical distance
- Ability to form strong relationships with external partners and work well with cross-organizational teams.
- Strong organizational skills, high level of attention to detail, and effectiveness under deadlines.
- Proficiency in writing technical and programmatic documents
- Excellent understanding and experience of Microsoft Office Products (Word, PowerPoint, Excel, Outlook).
Travel
- Willingness to travel up to 30 % of time to ensure effective and timely delivery of project interventions
