About IHAT:
India Health Action Trust (IHAT) is a registered trust in India and aims at improving public health initiatives by supporting programs nationally through comprehensive technical assistance in program planning, management, and monitoring. IHAT works closely with the Government of India and its State Governments by supporting their programs of Maternal, Neonatal and Child Health (MNCH), Nutrition, Family Planning, and HIV/AIDS/TB prevention and care, through its Technical Support Units in the states of Uttar Pradesh and Madhya Pradesh, and in partnership with the University of Manitoba, Canada.
About Program:
The Madhya Pradesh Innovation Hub was instituted pursuant to the Memorandum of Understanding between the National Health Mission, Government of Madhya Pradesh (NHM-MP) and India Health Action Trust. The hub works under the supervision of NHM-MP to identify health challenges and design interventions to improve population health outcomes of the state in the areas of Reproductive, Maternal, Newborn, Child and Adolescent (RMNCH+A) Health, Tuberculosis (TB), Non Communicable Diseases (NCD) and HIV/AIDS programs.

Job Summary :
Specialist- M & E will be driving the M & E related initiatives/ activities under the guidance of the Director & Deputy Director M&E/ State Program Lead and will work closely with DD MIS/HMIS (NHM), DD IT (NHM&DHS) and other government officials of the National Health Mission (NHM) and Directorate of Health Services (DHS), Government of Madhya Pradesh (GoMP).
S/he will ensure the delivery of the high quality data analysis and data interpretation. S/he will work in close coordination with team members to ensure data driven management within the program and will support government data systems. The position requires travel within and outside the state.
Key Responsibilities:
- Independently perform data downloading, data compilation, data quality assessment, data cleaning, data matching & triangulation, data analysis, data presentation and interpretation using the Government data systems like HMIS/MCTS/RCH-ANMOL/HRMIS.
- Conduct detailed analysis of secondary data sources (NFHS, AHS, DLHS, etc.,) to get programmatic insights, new ideas & understanding that can refine existing strategies and redefine program priorities.
- Conduct statistical modelling to understand the potential effect of program activities on desired outcomes.
- Provide assistance to improve quality of government data systems.
- Review, monitor and analyse government data reports, in order to identify potential bottlenecks in project implementation and areas for Operational Research.
- Support the use of data for decision making during Government reviews.
- Undertake excellent and efficient data analysis (Quantitative and Qualitative) in order to provide key program feedback for strategic planning and mid-course corrections.
- Work in collaboration and coordination with National Health Mission (NHM), Directorate of Health Services, (DHS), Directorate of Medical Education (DME), Medical colleges (MC), Women & Child Development Department (WCD), Tribal Welfare Department, Madhya Pradesh Public Health Services Corporation Limited (MPPHSCL) of GoMP.
Work Experience:
- Experience of 7+ years for specialist in the monitoring and evaluation of health and/or public health programs.
Education:
Post-graduate degree in Statistics/Demography/Economics/public health
Key Competencies:
- Excellent skills in data management and analysis using software such as STATA, R, Excel, and other data analysis and visualization software.
- Experience in working with government data systems such as HMIS/MCTS, RCH, etc.,
- Excellent written and interpersonal communication skills.
- Demonstrated cross-cultural, teamwork skills and ability to foresee issues and initiate appropriate action.
- Must be flexible and able to work in a challenging environment.
- Have a sound understanding of RMNCH & other public health priorities.
- High level of involvement, engagement and ownership
