Purpose

The CEEW’s water programme intends to inform policy-making for the sustainable development of water resources, and their effective management through research in the areas of river basin planning, water-energy nexus, water use efficiency, wastewater treatment and reuse, and climate-resilient water systems.

For its water programme, CEEW seeks to hire a suitable candidate having a good understanding of the issues and challenges in India’s water sector, for the position of Programme Lead. An ideal candidate should have a rich experience in the water sector (Research, Consultancy and Training) and be capable of handling a team comprising climate, public policy, and water management professionals. The candidate is expected to support the planning and organisation of the sustainable water and climate resilience teams’ research outputs and build a strong narrative for communicating them to external stakeholders including decision-makers.

Job duties and accountabilities

Strategy

  • Support the Senior Programme Lead/ Fellow in the development of the annual water strategy and plan for CEEW
  • Build a network of donors and partners and demonstrate buy-in from potential funders

Research

  • Work with Director, Research Coordination and Senior Researchers on specific research projects such as water management under climate extremes, transboundary water cooperation, water-energy-food security nexus, agricultural water use and efficiency, etc.
  • Generate and pursue independent and original research ideas
  • Develop plans for research projects and outline research procedures to be followed
  • Extrapolate and verify data given by research analysts/programme associate, evaluate, organise and edit the data into comprehensive standard report forms
  • Utilise internal and external databases and other research tools to create value added research data
  • Work closely with state governments to develop integrated energy, environment and water policies
  • Travel to project sites, when required, to conduct interviews or collect data for different research projects

Project and people management

  • Expand the water team by assisting in hiring the right set of people at a Research Analyst and Programme Associate level to drive the strategy and execute the plan
  • Coordinate the work of Research Analysts and Programme Associates and guide them on different research projects
  • Ensure that project deliverables are submitted on time
  • Present results of research at national and international conferences, meetings, seminars and workshops and through personal contacts and networks
  • Assist Research Fellows and other Senior Researchers with financial reporting and budgeting for specific projects
  • Perform other duties occasionally, which are not included above, but which would be consistent with the role
  • Assist Research Fellows and other Senior Researchers in developing related projects for strengthening and expanding the existing programme of research, presenting research to key constituencies, advisory bodies, conferences & research institutes

Selection Criteria

Qualification

  • PhD or Masters in Water Resources Management, Climate Sciences, Environmental Studies or any related field

Work experience

  • More than 10 years of experience in the water resource sector
  • Prior experience of working on projects focussing on water resources governance and management, agriculture water management and food security, and climate change adaptation and resilience.
  • Proven track record of publications in high-impact journals.

Key skills

  • Excellent project management skills.
  • Excellent grasp of the English language, and written and oral communication skills.
  • Competent in using statistical and RS/GIS tools.
  • Demonstrated abilities to manage multiple priorities, projects and internal/external resources in a fast-paced environment, while meeting deadlines and quality standards.
  • Striving for rigour in research and quality in work output.
  • Ability to work in an interdisciplinary and multicultural environment and being able to independently drive research with minimum assistance.
  • The candidate should be willing to travel.
