This position shall report to Finance & Operations Director.

Responsibilities:

Budget Management:

  • Accountable as the budget administrator and would approve the expenses related to a particular site’s facilities budget in compliance to facility policies and accounting policies of PATH.
  • Lead the budget preparation and updating the budget for India (all sites) in BW during the annual budget process.
  • Lead budget management for new country programs in PATH South Asia and provide advise to other countries as applicable. 

Facility:

  • Support office move and closure as and when required, for South Asia Hub Countries
  • Maintain relationships with office building management and ensure all building services are provided under the lease.
  • Review all facility processes to improve turnaround time, adhere to agreed business processes.
  • Works to identify needs and opportunities for improving shared administrative services, building operations and systems.
  • Collaborate with finance to strengthen internal control & compliances as required.
  • Ensure timely payments of rent and other facility related payments.
  • Initiate and ensure capex items are procured timely for all facility sites and coordinate with finance in this regard for timely procurement and payment.
  • Regular reviews of SOPs and templates. Keep updating and ensure consistently used.
  • Develop methodologies to ensure quality maintenance of all assets.
  • Ensure all vehicles are maintained and insured and are well maintained.
  • Allocate trained drivers to the vehicles timely.
  • Ensure that the records and goods kept in the warehouse are safe, secure, and as per applicable standard guidelines.
  • All goods in the warehouse are recorded appropriately and insured where necessary.
  • Ensure that the warehouse records are up to date and a proper check in and check out system is placed and maintained all time.
  • Responsible for overall management of the warehouse.
  • Maintain copies of all contract/agreement/Purchase Order issued relate to facilities.
  • Work closely with HQ Facility Team related to various facilities matters.
  • Track Fixed Asset of PATH India office and support reconciliations as applicable.
  • Track the deposits made with Landlords as applicable.
  • Support audit processes
  • Train Facility staff in India and in other South Asia Countries as necessary.
  • Ensure all insurances are in place and active. 

Safety & Security:

  • Lead Staff Emergency preparedness as stipulated in the emergency preparedness SOP across India in coordination with the Global Security Officer
  • Develop training plans and train all staff personal safety and security awareness and standard operating procedures for common incidents in the workplace and emergency response procedures.
  • Support and track similar trainings in other South Asia Countries.
  • Ensure that security planning becomes an integral part of day-to-day operations and is integrated into the development of future programs.
  • Provide regular safety and security updates and briefings to staff, including visitor briefings and onboarding procedures for new staff members.

  • Ensure timely and accurate reporting of safety and security incidents including near misses to the CO SSMT and the GSO
  • Conduct health, safety, and security risk assessments (SRA) and oversee implementation of risk mitigation measures for all PATH India offices.
  • Ensure field staff know how to identify health risks in the region, how to protect against illness, injury, and stress, and how to obtain proper support or medical treatment in coordination with the
  • CO Safety and Security Management Team
  • Establish a Train the Trainers Model along with Global Security Officer. 

Administration:

  • Lead the Facility Management Function of PATH India including office infrastructure and vehicle management.
  • Anchor all staff related process, related to Travel, Vehicle requirements for programs, Conference,
  • Training & Workshops, Office related inventory and IT inventory and deployment, etc.
  • Lead a team of support staff across India and provide necessary guidance.
  • Review LOE of staff and ensure adequate staff are in place and well trained.
  • Support other finance & operations functions such as procurement, travel, for South Asia Countries, etc.
  • Ensure that all activities and operations are performed in compliance with local regulations.
  • Provide support to other countries as and when required.
  • Any other related tasks as assigned from time to time. 

Required skills and experience:

  • Minimum Graduate in any discipline.
  • Minimum of 10  years’ experience in Administration in international organizations.
  • Strong adaptability and collaborative skills
  • Detail oriented and can manage operational staff.
  • Well-organized and attention to details with good follow-through skills.
  • Excellent communication skills, both written and verbal.
  • Excellent computer skills, including Excel, Word, and Power point.
  • Proven interpersonal skills and ability to work effectively independently and in a team.
