Position Overview
Program Advisor – IDTS position will be based at New Delhi, Country Office and will report directly to the Associate Director, IDTS. This position will involve frequent travel to field offices, as well as regular interaction with education officials, partners, school administrators, teachers, and students.
Roles & Responsibilities:
Overall Technical Support and Guidance:
- Develop a thorough understanding of RtR’s Literacy program design.
- Contribute to preparation of conceptual notes, logical framework/results framework, operation manuals/guidance and related tool kits in local language.
- Provide technical support and assistance to the Program Officers, Library Coaches and Literacy Facilitators with respect to all aspects of the Literacy program/s.
- Keep track of progress towards the agreed outcomes.
- Along with RM&E colleagues, analyse data from reading assessments and library rating indicators to determine trends, if any and identify areas that need more focused attention. Review and revise program design, materials and training content accordingly.
- In consultation with RM&E colleagues, determine topics for research and further analysis, both at the local/field level as well as at the country level
- Regularly communicate with Operations/ Administration/ Finance/ HR teams at the CO and State levels to ensure smooth implementation of program activities.
- Communicate with GO and other external stakeholders as needed.
- Contribute to preparation of various reports, trip report, budget reviews, forecasts and documentation of good practices.
- Contribute to contextualizing the Worldwide Implementation and Professional Development Modules and other documents/guidance are provided by the Global Professional Development and Technical Assistance team.
- Undertake any other work assigned from time to time to meet the technical needs of the organization.
Instruction Design:
- Undertake detailed analysis of the state language curriculum, textbooks and instructional approach.
- Based on the gap areas identified though the above analysis and the global guidance on instruction design develop state specific instruction approach and scope & sequence.
- Determine ways in which reading instruction within classroom is supplemented with reading period activities in the library; develop guidance with respect to effective utilization of the library period.
- Identify the supplemental materials needed for implementing the instructional intervention in Grades 1-2 and collaborate with the QRM unit to identify age/grade appropriate books for libraries.
- Oversee content development and design of supplemental materials for the literacy instruction intervention, including some or all the following: picture/word/alphabet/sentence cards, workbooks, teacher’s guides.
- Assist QRM unit with the development of decodable readers and participate in workshops/ discussions regarding decidable readers.
- Work with Learning and Innovation team to capture the new practices. Help experiment newer approaches and integrate it in the program.
- Carry out necessary revisions in program design and activities based on feedback from the field and results emanating from reading assessments and library indicators, in consultation with GO
- Assist RM&E team to support the design and implementation of evaluations to assess progress made towards program outcomes.
- In phase out states develop plans for sustaining program interventions beyond RtR support; negotiate such plans with the respective state governments.
Qualification & Experience
- Bachelor Degree in education / social sciences or equivalent.
- Masters in education / social sciences or equivalent preferred.
- Minimum 8-10 years of relevant experience.
- In-depth knowledge about language and reading practices and approaches, including national and international research on the same.
- Knowledge about early grade reading assessments
- Experience of having worked with program design and log frames will be an added advantage.
- Strong written and oral communication skills.
