OBJECTIVES OF THE PROGRAMME

The Department of Administration and Finance provides support to the Regional Office and offices of the WHO Representatives in the eleven Member Countries of the South-East Asia Region in the areas of Human Resources & Talent Management​ (HRM), Budget and Financial Management (BFU), Information Management & Technology(IMT), Administrative Services (ASU)​, Staff Development and Learning (SDL), Security, Purchasing and Contract Services​ ​​(PCS) and legal advice. The Department enables the work of the Region and, at the same time, ensures fulfillment of its obligations towards Member Countries and donors in respect of efficient management of resources in a transparent manner, ensuring accountability and compliance with rules, regulations, and procedures.​The specific objectives of the activity are to ensure smooth replacement of the current ERP, namely GSM, by the new BMS Best-in-Breed solution with a modern set of tools using standard best practice business processes and cutting-edge technology.

DESCRIPTION OF DUTIES

Under the direct supervision of the Budget and Finance Officer and overall guidance of Director, Administration and Finance and in collaboration with other organizational entities, the incumbent will perform the specific duties:

1. Identify regional and local budget and finance processes and off-line systems that may be in use and carry out appropriate steps to scale them back or make them redundant following BMS rollout, bearing in mind the principles of ‘ONE WHO’ to ensure that business processes are harmonized across the Organization and to reduce duplication of work for end users.

2. Coordinate input and monitor assigned activities such as checking and validating regional/ country/ local financial data validity.

3. Collaborate with nominated regional Subject Matter Experts (SMEs) participating in BMS design as well as Country Offices to identify relevant financial policies that need to be configured into the new BMS systems and take steps to ensure these are taken into account in the design of the system.

4. Collaborate with users across the region and act as focal point of contact for colleagues within the budget and finance business stream. Promote and communicate global harmonized business processes within the Region.

5. Identify regional and country testers within the budget and finance business stream for testing BMS, data preparation and review for migrating to BMS prior to rollout.

6. Raise awareness on the progress of the project in the area of the budget and finance within the Region, including country offices

8. With the support of global BMS Change Management, coordinate and oversee regional change management and end-user training

9. Participate in preparing affected business areas and end users for transition to new ways of working.

REQUIRED QUALIFICATIONS

Education

Essential: University degree in Social Sciences, Public Administration, Finance, Law, Economics or related field from a recognized university

Desirable: Training in project/change management

Experience

Essential: Minimum of five years’ experience in finance and related monitoring processes and systems. Good experience using ERP systems.

Desirable: Certification on business process management re-engineering methodologies. Certification from an international professional body on Project Management framework. Ability to coordinate, manage and successfully deliver business programmes and projects across geographical locations and organizational departments. Experience in working in WHO and/or the UN system, together with specific experience of using ERP. Experience in working in a multicultural environment

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 64,121 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 1737 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
