**Job Description:**

 

Under the guidance of the Chief Field Operations, the Chief Field Office (CFO) is accountable for managing and leading the total program commitment of a field office within a country program. The CFO represents UNICEF in his/her Area of Responsibility (AoR), leads and oversees the various program sectors and operational service teams ensuring the delivery of quality results in accordance with UNICEF’s program of cooperation, country program management plan, and overall vision set forward by the Representative.

 

**Key Responsibilities:**

 

* **Effective management of UNICEF presence, staff, and assets:** Represent UNICEF in the region, ensure staff and asset safety and security, lead the Field Office team, and manage staff performance.

* **Knowledge Management for Programs:** Ensure program support through data collection and analysis, accurate reporting, and participation in the Programme Knowledge Network.

* **Program Development and Management:** Identify critical intervention points, draft program work plans, establish program workplans, monitor compliance, and prepare program reports.

* **Optimum Use of Program Funds:** Establish and supervise program work plans, monitor progress and compliance, and ensure efficient and transparent program planning, monitoring, and evaluation.

* **Program Monitoring and Evaluations:** Conduct field visits to monitor and assess program implementation, participate in major program evaluation exercises, and ensure timely preparation of annual program status reports.

* **Rights-Based and Results-Based Program Management Approach:** Adopt rights-based program approaches, formulate consistent and effective program planning, design, implementation, monitoring, and evaluation, and prepare recommendations on program implementation, alternative approaches, and optimal utilization of resources.

* **National and Local Capacity Building/Sustainability:** Provide technical support and guidance to authorities and service providers, ensure the building and reinforcing of the commitment and institutional capacities of national and local partners.

* **Rights Perspective and Advocacy at the National, Community, and Family Levels:** Conduct policy analysis from a children’s and women’s rights perspective, advocate at the government, community, and family levels, and promote UNICEF goals through active advocacy and communication.

* **Partnership, Coordination, and Collaboration:** Develop partnerships and collaborations with internal and external counterparts, including those of the UN and national partners, and maintain close collaboration with heads of sectoral programs in the CO, Regional, and HQ advisers.

 

**Qualifications:**

 

* **Education:** An advanced university degree in social sciences, international relations, public administration, government and public relations, public or social policy, sociology, social or community development, or another relevant technical field is required.

* **Work Experience:** A minimum of eight years of professional work experience in program management, planning, monitoring and evaluation, project administration, or another relevant area is required. Experience working in a developing country and relevant experience in a UN system agency or organization are considered assets.

* **Language:** Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian, or Spanish) or a local language is an asset.
