**Job Description:**
Under the guidance of the Chief Field Operations, the Chief Field Office (CFO) is accountable for managing and leading the total program commitment of a field office within a country program. The CFO represents UNICEF in his/her Area of Responsibility (AoR), leads and oversees the various program sectors and operational service teams ensuring the delivery of quality results in accordance with UNICEF’s program of cooperation, country program management plan and overall vision set forward by the Representative.
**Key Responsibilities:**
* **Effective management of UNICEF presence, staff and assets:** Represent UNICEF in the region, ensure safety and security of staff and assets, lead the Field Office team, and manage staff performance.
* **Knowledge Management for Programs:** Ensure program support through data collection, analysis, reporting, and participation in knowledge sharing initiatives.
* **Program Development and Management:** Identify critical intervention points, draft program work plans, review and evaluate program feasibility, and prepare program reports.
* **Optimum Use of Program Funds:** Establish and supervise program work plans, monitor fund allocation and disbursement, and ensure program efficiency and delivery.
* **Program Monitoring and Evaluations:** Conduct field visits to monitor program implementation, participate in evaluation exercises, and prepare annual program status reports.
* **Rights-Based and Results-Based Program Management Approach:** Adopt rights-based programming, formulate program goals and objectives, and utilize a results-based management approach.
* **National and Local Capacity Building/Sustainability:** Provide technical support and guidance to partners for capacity building and program sustainability.
* **Rights Perspective and Advocacy:** Conduct policy analysis from a children’s and women’s rights perspective and advocate at government, community, and family levels.
* **Partnership, Coordination and Collaboration:** Develop partnerships with internal and external counterparts, collaborate with the Operations Section, and maintain close collaboration with sectoral program heads.
**Qualifications:**
* **Education:** An advanced university degree in social sciences, international relations, public administration, government and public relations, public or social policy, sociology, social or community development, or another relevant technical field is required.
* **Work Experience:** A minimum of eight years of professional work experience in program management, planning, monitoring and evaluation, project administration or another relevant area is required. Experience working in a developing country and in a UN system agency or organization is considered an asset.
* **Language:** Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.

* Candidates must possess a valid work permit for India.
* The vacancy is open to internal and external candidates.
* The selected applicant will have an initial two (2) year fixed-term contract, with the possibility of extension, subject to satisfactory performance.
