CEGIS is a non-profit organization dedicated to improving the lives of Indian citizens by enhancing the effectiveness of state governments. Founded by Prof. Karthik Muralidharan and Ashish Dhawan, CEGIS partners with state governments across India to implement evidence-based governance reforms. Their work focuses on four key pillars: outcome measurement, personnel management, strategic public finance, and leveraging the interface between states and markets. CEGIS works collaboratively with state governments, employing a “think-demonstrate-document-transfer” approach, and currently engages in 15+ projects across various sectors. The organization is funded by a diverse range of foundations and philanthropists and maintains a strong reputation for its non-governmental funding model.
**Job Description:**
The Chief Operating Officer (COO) will be a key member of CEGIS’s senior leadership team, responsible for operationalizing the organization’s vision and strategy. Reporting to the CEO and working closely with the Board, the COO will ensure the seamless functioning of internal systems, processes, and structures to drive high-impact governance reforms in collaboration with state governments. This role requires a strong organizational builder with exceptional execution skills, a commitment to operational excellence, and the ability to lead and inspire multidisciplinary teams across diverse geographies.
**Key Responsibilities:**
* **Strategic Leadership:** Partner with the CEO to translate organizational strategy into operational plans; ensure effective change management, organizational efficiency, and financial sustainability; align all teams with CEGIS’s mission and strategic priorities; develop scalable models to support solution and delivery teams; continuously evaluate and refine operating models.
* **Operational Excellence:** Oversee day-to-day operations; design and implement streamlined workflows and processes; build and refine operational frameworks; develop and monitor key performance indicators (KPIs); establish efficient financial and grants management practices.
* **Workforce Planning & Resource Management:** Oversee funding priorities, annual plans, and strategic workforce planning; monitor execution of the operating plan; collaborate with the finance team on budgeting and cost management; ensure optimal use of human, technological, and financial resources; establish robust resource management processes; streamline team management processes; mentor senior leaders.
* **Stakeholder Collaboration:** Strengthen relationships with state governments, funders, and other stakeholders; represent CEGIS in high-level discussions; support proposal structuring and grant opportunities; ensure effective communication of impact and outcomes.
* **Compliance and Risk Management:** Identify operational risks and implement mitigation strategies; ensure compliance with legal, regulatory, and organizational standards.
**Qualifications:**
* Master’s degree.
* 18+ years of professional experience, including senior leadership roles in management consulting from a top-tier firm.
* Proven track record of operational leadership in complex, multi-stakeholder environments.
* Strong understanding of governance, public finance, or capacity-building in Indian states is highly desirable.
