We are hiring for the position of ‘Cluster Coordinators’ for JAGA Mission Project on a contractual roll across Odisha (Bhubaneswar, Berhampur, Cuttack, Rourkela, Sambalpur Municipal Corporation)

Purpose of the Role: Drive the Jaga Mission project in the assigned Municipal Corporations (Urban Local Body- ULB) in ensuring tenure security and a livable and inclusive habitat for slum dwellers. Collaborate with ULB officials and all stakeholders for implementation and close monitoring of activities under the program. Support ULB in capacity building of project stakeholders. Visits on daily basis to slums for assessing progress as per timeline and continue engagement with Slum Dwellers Associations (SDAs) to strengthen SDAs and slum communities for inclusive development of the informal settlements. Should have skill and inclination towards conflict redressal and management. Candidates must be willing to travel to the slums frequently on a day-to-day basis to supervise and monitor the project activities. Each JAGA FELLOW will be responsible for 20-30 slums for the assigned ULB.

Key Deliverables:

– Community Mobilization – Responsible for mobilisation of SDAs & slum communities through awareness meetings, training, workshops, and FGDs. Orient & sensitize communities on the Acts, processes, and responsibilities of SDAs. Responsible for mobilizing and orienting SDAs on their roles during

i. Awareness and sensitization of slum residents on Land Rights and slum development.

ii. Drone Survey

iii. Digital Household Survey- Stickering, document collection & digital survey, marking of households on ortho map

iv. Revenue verification

v. Proposal on beneficiary details eligible for land rights

vi. Inviting objections and their resolutions

vii. Facilitating & supporting Scrutiny Sub-committee and SDRC (Slum Development & Rehabilitation Committee) for final approval of Land Rights Certificates.

viii. Mobilize and take a consensus of slum residents for shifting of households, if needed, Premium Collection & Excess Land Surrender cases.

ix. Any activity or sub-activity relating to the implementation of the Land Rights program.

-Stakeholder support – Support survey agency and technical agency in the identification of slum boundaries, conducting digital household surveys, and conflict management in slums. Responsible for a daily visit to slums to ensure smooth execution, dedicated involvement of stakeholders, and accuracy of activities.

-Daily progress tracking & reporting- Responsible for ensuring project execution daily & reporting progress, field issues, key information relating to slums, and related information and data.

i. Ensure Drone Survey activity in slums and track progress as per the committed timeline.

ii. Ensure Digital Household Survey activity in slums and track progress as per the committed timeline.

iii. Ensure Revenue related activities in the slum and track progress as per the committed timeline.

in. Ensure support to the Scrutiny Sub-committee and SDRC (Slum Development & Rehabilitation Committee) for final approval of Land Rights Certificates.

v. Track the final Land Rights certificates list and be accountable for follow-up activities like Premium Collection & Excess Land Surrender cases and closure.

vi. Ensure Slum upgradation activities and track progress as per the committed timeline. Verify all field-level household data and ensure accuracy & completeness.

-Dedicated assistance in Revenue verification of slums & compliance – Assist Corporation & Revenue department during revenue verification in slums for Land records & due process compliance.

-Data Collection & Documentation – Coordinate data collection and management and share relevant information with the ULBs and Tata Steel Foundation. Documentation and Dissemination of best practices in the field on the implementation of the project

-Minimum Qualification

Graduate. Additional weightage will be given to those from social work backgrounds.

-Work experience in years: Minimum 2 years of on-ground experience in the field of social development. Preference will be given to candidates working closely with the Government System for a minimum of 1 year.
