Background and scope of portfolio:
While India is on track to achieve some of its NDC targets on emission intensity and non-fossil fuel-based energy installations, there remain significant bottlenecks to increasing diffusion of cutting-edge climate technology for the transition to low carbon pathways; and for building adaptive capacity of vulnerable communities to cope with climate change. Unavailability of climate finance further exacerbates the challenge towards achievement of NDCs and green recovery.
The India component of the Japan Supplementary Budget (JSB) supported global project on Net Zero Emissions aims to support India’s transition to a low carbon economy that ensures sustainable and inclusive growth, by creating livelihood provisions (green jobs) and building climate resilience of the vulnerable communities. The JSB- NZE is a Govt of Japan supported programme being implemented by UNDP Globally.
In India, the project will undertake strategic, sector-specific interventions in 9 states, including Madhya Pradesh, Jharkhand, Bihar, Chhattisgarh, Odisha, Uttar Pradesh, Maharashtra, Uttarakhand and Sikkim. In line with the global objectives, the India country proposal has two main objectives are:
- Output 1: Low-carbon development contributing to “just transition” and creating green jobs in transport (urban mobility), MSME, health and agriculture sectors.
- Output 2: Enhancing resilience of communities through community-based adaptation and livelihood diversification
In addition, the project will also aim to build awareness on climate action at community level and generate visibility. As part of the project strategy, UNDP aims to mobilize commitment and support among beneficiary communities. In order to design and implement the campaigns, outreach and advocacy initiatives, the project will engage the professional services of a Communications Analyst. The incumbent will contribute in preparation of strategic documents and presentations for project reporting. S/he will also aim to forge new partnerships and collaborations for joint advocacy, mobilizing available networks and platforms in project states, to ensure wider reach and project sustainability.
Duties and Responsibilities
The Communications Analyst shall work under the guidance of the Project Manager and supervision of the Chief – Energy, Environment and Resilience Unit at UNDP India. S/he will also regularly consult with UNDP’s Communications and Partnerships Unit to ensure conformity. As this is a full-time position, s/he cannot hold any other job/assignments during this assignment. S/he shall liaise with State teams to ensure effective coordination between CO and State offices to effectively implement the project.
- Plan and implement strategies for communications, outreach and engagements with key project stakeholders, including beneficiaries, 9 project states.
- Develop impactful and tailored communication material and organize knowledge dissemination drives in conjunction with project implementation. Develop communications products to generate awareness of programme objectives and to share updates with beneficiaries and other local stakeholders;
- Build strong digital presence for project’s work in consultation with UNDP’s core communications team
- Ensure high-quality documentation of impact stories, best practices from project locations for disseminations with donors, media, partner ministries and social media promotions. Amplify success stories and key achievements of the concerned project while also ensuring donor visibility
- Support documentation and donor reporting of the concerned project, in consultation with the concerned state teams and project colleagues.
- Organize roundtable discussions, press conferences, briefing sessions, interviews, and advocacy events.
- Develop and implement public engagements and communication campaigns, as required
- Build capacities of concerned state teams through developing standard dissemination tools and templates for greater outreach in multiple languages and formats.
- Support state teams and implementing partners for outreach activities, as and when required.
- Ensure high-quality reporting of results and achievements to all project stakeholders, as necessary.
- Any other tasks assigned on priority basis by the Project Manager.

Required Skills and Experience
Education:
Master’s degree in Mass Communication, Marketing, Public Relations, Social Sciences, Environmental Sciences, Development Studies or a related field
Experience:
- Minimum 2 years of relevant experience in designing and implementing communications strategies.
- Previous experience with a multilateral or international organization, especially UNDP, will be preferred
- Experience and ability to integrate film, video, audio and photography into compelling communications will be essential.
- Excellent writing and communication skills;
- Ability to conduct community outreach and media engagements, with special focus on climate change or environmental issues;
- Ability to integrate information technology into various aspects of the project for planning, rollout and monitoring;
- A strong team player who can work together with the core communications unit as well as the concerned JSB project team, to develop an aligned communication strategy for the project;
- Ability to develop, comprehensive and sustainable TORs to facilitate implementation;
- Ability to prioritize assignments and requirements, and multitask as needed;
- Ability to work independently with limited supervision;
- Demonstrates integrity and ethical standards;
- Promotes the vision, mission, and strategic goals of UNDP
Language Requirement:
- Excellent knowledge of written and spoken English and Hindi is mandatory.
