Terms of Reference:
The Udaiti Foundation is hiring a Statistician / Data Scientist on a consultancy basis with technical expertise in developing scorecards / Indices using statistical techniques and worked in the domain of womens economic empowerment to develop a state and district Womens Economic Empowerment Index, and a district report card for an Indian state. The objective is to develop a WEE Index for the state based on outcome indicators to enable monitoring of progress as well as trigger targeted action at state and decentralised levels. The WEE index will provide insights into the district-level status of women’s economic empowerment . The district report card will consist of input and output level indicators for the districts to develop their roadmap to improve womens economic empowerment.
- Conduct secondary review of existing scorecards/indices on womens economic empowerment and potential data sources
- Developing the theoretical framework for the state and district level women economic empowerment index based on secondary research
- Identify the options for the indicators based on the framework – with clear documentation of periodicity, quality, representativeness, source of data and validation
- Guide the team in identifying and collating data for indicators identified through the theoretical framework
- Develop the index at state and district level using statistical techniques including normalising, assigning weights and aggregating scores
- Support in socialising the index framework and indicators with the state planning department and get their inputs
- Prepare a final presentation on the WEE Index and guide third party agency to develop a dashboard for the Index

Required Qualifications:
- Educational Background in statistics, economics or gender studies with a Ph.D or Masters Degree
- Demonstrated experience developing Index and scorecards using statistical techniques and worked in the area of womens economic empowerment or entrepreneurship development
- Thorough knowledge and experience of working with various government datasets like NSSO, PLFS and other datasets in the domains of Rural Development, Agriculture, Urban Development, MSME, Women and Child Development etc
- Demonstrated experience in establishing and managing MEL systems that track project performance and results
- Excellent problem-solving and strategic thinking skills, strong research aptitude ability to analyse complex problems and formulate solutions
Deliverables and Timelines:
The total duration of the contract will be for 3 months.
Deliverable 1 – A presentation containing secondary research, WEE Index Framework and indicators, and identified data sources (3 weeks)
Deliverable 2 – A presentation containing draft index with sub-indices, methodology and emerging findings and recommendations (7 weeks), Draft indicators for the District Report Cards
Deliverable 3 – Final deck for the WEE Index and District Report Cards
