Purpose of the assignment:

A Consultant-Technical Expert – Improved Agriculture & Animal Husbandry with experience of handling such projects will be responsible for implementing the project to create sustainable communities, building sustainable community institutions (Strengthening Producers Groups, Farmer Producer Company & developing road map for promotion of agriculture productivity enhancement, agribusiness and market linkages. Expert of Agriculture & Animal Husbandry to create sustainable communities by socio economic empowerment of marginal communities by enhancing sustainable livelihood option and improving essential service through women centric approach.

Major tasks and coordination required under this assignment:

Task of the Consultant will be as follows:

  • Needs Assessment: Conduct a comprehensive assessment of the agricultural needs and challenges faced by rural communities. This involves understanding the local context, climate, soil conditions, available resources, and the socio-economic background of the farmers.
  • Agricultural Planning: Develop and implement agricultural development plans based on the needs assessment. This includes setting goals, identifying appropriate farming practices, selecting suitable crop varieties, promoting sustainable and climate-smart agriculture, and integrating modern techniques and technologies.
  • Capacity Building: Organize training programs and workshops to enhance the knowledge and skills of farmers and agricultural extension workers. This can cover topics such as crop management, soil conservation, pest and disease control, irrigation techniques, post-harvest handling, and marketing strategies.
  • Farming Systems and Practices: Promote the adoption of improved farming systems and practices that increase productivity and sustainability.

Key Deliverables (as per background and requirement of assignment):

·         To Work in conjunction with the project implementation team and implementing partner.

·         Accountable towards developing and nurturing community institutions (Producer Group- P6, Village Forum, Producer Organization etc.)

·         To ensure formation of Producer Groups in the clusters is based on agri business principles.

·         To monitor and provide support in field implementation.

·         Develop business road map of village level Rural Business Centers and Producer Organization to initiate sustainable and responsible business.

·         To inculcate elements of business orientation among PGS, FPOs, entrepreneurs by way of intensive orientation:

·         To develop a clear strategy towards formation of vibrant rural business clusters.

·         To establish Business / market linkage.

·         To counsel and guide prospective agri-entrepreneurs on their business idea and support them by developing a bankable business plan.

·         To create awareness and encourage local entrepreneurs to start agri-enterprises towards strengthening rural economy.

·         To build sustainable livelihood through trades like goatery, poultry etc

·         To produce quality field reports and documentation etc. for internal and external communication purposes.

·         MIS and reporting as per monitoring framework of the project.

·         To conduct periodic review and planning meeting with project implementation team. Liaison with line departments.

·         To actively participate in and contribute to all team processes leading to programme development, management and effective functioning of the team s/he is part of.

·         To contribute to the Oxfam India’s regional team goal by working effectively as a team player adopting collaborative 8 consultative ways of working

·         To assist Project Manager/ Finance Officer/Regional Manager in performing other responsibilities as and when required.

Skill and Competence

·      Graduate in agribusiness, social sciences, or related discipline.

·      Substantial knowledge and experience in the development field (at least 5 years)

·      Sensitivity to gender and diversity issues

·      4- 5 years of Experience in implementing complex projects

·      Ability to think strategically and creatively, with strong analytical skills

·      Excellent inter-personal skills and ability to work in a team

·      Ability in writing and speaking skills in English and Hindi. Preference will be given to candidates speaking and writing Odia.

·      Adapt in using online and offline communication tools and quick at learning new online tools

·      Should be a self-starter, have good negotiation skills

·      Physical fitness for travel and a willingness for sustained fieldwork.

·      Strong interpersonal skills to work as part of a team

Relocation

During the course of consultancy, the post holder may be required to move base on a temporary or permanent basis to any workplace controlled by Oxfam India
