Terms of Reference for a Consultancy with Terwilliger Center for Innovation in Shelter/Habitat for Humanity International Inc. that will be remotely based in India.

Objective

The Terwilliger Center for Innovation in Shelter proposes to use the consultant’s services to support its housing finance system team in performing activities listed below depending upon the project situation and conditions.

We expect the consultant to assist us in the following engagements in the next nine months:

Duties And Accountabilities

MSME finance study

• Compile data points from various countries on the MSME finance study and help design a report with key summary and observations.
• Coordinate the primary study conducted by a research firm in other countries and help finalize the deliverables.

Advisory Thesis

• Conduct desk research on the advisory work that can be complemented for a capital investment vehicle.
• Understand the expectations of all stakeholders and plans for the capital investment vehicle and design a document capturing the advisory thesis.
• Advisory support, back-office support, and coordination for financial inclusion’s projects, strategies, and models:
• Coordinate and support the financial inclusion team’s advisory projects and other facilitation activities: product development support to existing financial institutions, impact assessments, market studies, conceptual innovations, evaluations, and involvement in specific projects.
• Conduct desk research on new partners, countries, and sub-sectors
• Collect and consolidate data for reporting needs.
• Provide quality assurance of the deliverables produced in various engagements.
• Development of partnerships
• Support the leadership team in identifying, prioritizing, establishing, and maintaining relationships with implementing partners (Micro Finance Institutions, other financial intermediaries, Donors, Investors, consultants, etc.).

Resource Mobilization

• Support the leadership team in developing project proposals and concept notes for potential donors.
• Assist the team in developing new product offerings within the financial inclusion team
• Support in the identification of prospective funding partners.

Process

• The above services are to be provided in accordance with the Terwilliger Center’s policies, procedures, and guidance, as well as the supervisor’s (Director, Global Program Design, Housing Finance Systems) advice.

Deliverables

• Deliverables need to be produced based on the timelines discussed with the supervisor. Every month, while raising the invoice, the consultant also needs to submit an exhibit mentioning the details of the work undertaken in the month. The supervisor will approve this before the processing of remuneration.

Fees

USD 2,500 per month for 12 months. For the travel undertaken as part of this project, the consultant will be reimbursed per Habitat’s travel expense policy.
