**Job Summary:**
The Deputy Chief of Party (DCOP) will provide strategic guidance and oversight for a proposed 5-year USAID-funded project in India focused on strengthening the healthcare system’s resilience to climate change, emerging diseases, and evolving health patterns. The DCOP will work closely with the Chief of Party (COP), assuming the COP’s responsibilities in their absence. This role requires strong leadership, stakeholder engagement, and expertise in health systems strengthening.
**Responsibilities:**
* Support the COP in providing strategic leadership and oversight of the project, ensuring technical soundness and sustainability.
* Serve as a senior leadership team member, overseeing project staff and activities.
* Co-lead programmatic functions, including work plan development, budgeting, and reporting.
* Maintain effective communication with the COP, Palladium leadership, USAID, and stakeholders.
* Continuously refine implementation processes based on lessons learned.
* Mentor, supervise, and manage a team of staff.
* Act as the COP in their absence.
**Qualifications:**
* Master’s degree in public health, public administration, international development, or a related field.
* Minimum 5-8 years of managerial and operational experience in large donor-funded health systems strengthening projects, with experience coordinating multiple implementing partners.
* At least 5-7 years of leadership experience in administering similar international donor-supported programs, demonstrating skills in strategic planning, management, supervision, and budgeting.
* Minimum 5 years of experience developing activity work plans, budgets, managing implementation, staff, and short-term technical assistance.
* Extensive experience in India in health systems strengthening, integrated primary healthcare, emerging diseases, and public health surveillance.
* Experience building relationships with government officials and guiding technical discussions.
* Knowledge of USAID contract management, policies, procedures, regulations, and reporting requirements.
* Proven ability to develop and communicate a shared vision among diverse partners and lead multi-disciplinary teams.
* Proven record of building teams and fostering collaboration to achieve project goals.
* Fluency in English and Hindi (strong oral and written communication skills).
**Preferred Qualifications:**
* Experience designing, implementing, and managing donor-funded projects (preferably with USAID).
* Commitment to knowledge sharing, documentation, and supporting creative initiatives.
* Demonstrated strategic agility, diplomacy, conflict management, team-building, and negotiation skills.
* Strong organizational, interpersonal, and management skills.
