Job Description

Jhpiego is hiring for the position of Deputy Chief of Party, NISHTHA for its comprehensive primary healthcare strengthening project – NISHTHA based at Delhi. The position will work with Jhpiego India CPHC program staff to ensure the operationalization and functionality of health and wellness centers as per the program work plan in Delhi.

This position requires technical expertise, strong program management, public health experience, coordination and communication skills, understanding of Indian public health system and ability to develop positive, professional working relationships with various government counterparts and other development partners. This position will report to Chief of Party.

Job Responsibilities

  • Responsible for leading program management including workplan implementation and program operations for achievement of organizational objectives.
  • Provide technical, administrative, and programmatic leadership to thematic / domain leads and support them in achieving organizational goals and project objectives
  • Responsible for overseeing, monitoring and facilitating program implementation and project operations in the intervention states and districts through field-based team leads.
  • Work with concerned State government counterparts and India Country Office (ICO) team to develop, implement, monitor and report on project activities including work plans, activities, M&E framework and reports
  • Take lead in developing and implementing the annual program work plan, budgets and projections and expenditure tracking for the assigned programs/projects. Assist CoP to ensure efficient use of project resources
  • Work with MEL teams to track, monitor and supervise status and progress of implemented activities and strategies; use data for decision making and taking mid-course corrections as needed.
  • Support the Chief of Party for monitoring, tracking and reporting progress on programmatic activities; flag need for mid-course correction / intervention by CoP in a timely manner.
  • Work closely with Chief of Party for representing NISHTHA/Jhpiego to external stakeholders, at identified national and international platforms
  • Engage regularly with stakeholders at the national level including (but not limited to) National Health Mission (NHM) officials, Program Divisions within the Ministry of Health and Family Welfare, NHSRC, Implementation partners, funders and other relevant key stakeholders for ensuring they are kept informed, apprised and engaged for smooth project management.
  • In coordination with state teams, liaise and engage with state government, especially counterparts from the National Health Mission (NHM) and relevant Directorates (family welfare, public health, Medical Education, Nursing, and others) to ensure sustained buy-in and support for Jhpiego programs in the state
  • Facilitate, unblock and supervise thematic / domain leads to plan, implement, monitor and report on domain – specific components of project workplans
  • Responsible for ensuring program reports are of highest quality to ensure state, ICO, donor and headquarter reporting needs and expectations are met for the assigned program.
  • Lead and oversee communications, documentation and knowledge management efforts to collate, compile and project results, successes, challenges and lessons learned.
  • Team building, mentoring and personnel management
  • Perform or assume other duties as assigned by the supervisor

Education Qualification/Required Skills & Experience

  • Bachelors degree in any stream. Masters in Public Health (MPH) / Post graduation in Hospital / Health Management and / community medicine / Social Sciences would be preferred.
  • More than 10 years of experience working with government counterparts along with at least five years of managing staff
  • Technical knowledge and field experience in public health programs.
  • In-depth understanding of health system, initiatives in health sector especially Ayushman Bharat
  • Health & Wellness Centers and relevant government policies/strategies particularly NHM.
  • Experience and demonstrated ability working on donor projects including experience in developing and managing programs and budgets
