PATH’s TB program is dedicated towards eliminating TB globally by implementing innovative evidence-based interventions that focus on identifying missing cases and implementing a patient centered approach to treatment. PATH works for public-private management of TB patients by working directly with local government agencies, community-based organizations, and the national government. PATH is a leader in India for engaging with the private sector, including formal and informal practitioners, hospitals, laboratories, and pharmacies, especially in urban slum settings.

PATH seeks a Leader for a dynamic and highly successful team located in Delhi/ Mumbai, India office. The Deputy Director TB will be responsible for providing strategic leadership, growth, and development of TB- Elimination portfolio. He/she will also be responsible for developing and maintaining strategic relationships with govt. officials at the center. He/she will focus on determining the future direction of the portfolio and impact in the external environment. She/He will manage partnerships with the Central TB division, State TB Cell, and other development NGO partners. He/she will focus on determining the future direction of the portfolio and impact in the external environment.

Responsibilities:

The incumbent will have the following key responsibilities including, but not limited to:

General leadership, management, and oversight:

  • Provide vision, overall leadership, and oversight to staff focused on TB programs in the South Asia region to ensure quality implementation of organizational strategy, project delivery and positioning with donors and governments.
  • Implementing and delivering TB strategy that is aligned with PATH’s organizational strategy.
    Uphold PATH standards to lead a high performing team, and ensure strict compliance to donor and PATH policies, regulations, and internal controls.
  • Hire, onboard, and retain top middle-management talent for PATH’s TB portfolio. Build resources for the future of TB in public health.
  • Lead teams working on TB projects in diverse low-resource settings with multi- dimensional teams and stakeholders.
  • Partner with governments and support governments’ vision to develop and implement TB strengthening programs, policies, and implementation processes. 

PATH’s Strategy for TB:

  • Establish strategic priorities for focused development of TB programs as a thought partner to the Director – Infectious Diseases including development of all approaches to enable implementation of the organizational strategy.
  • Conceptualize, develop, and lead PATH’s priorities and approaches for TB across South Asia.
  • Benchmark globally emerging trends in TB.
  • Ensure PATH’s strategies and programming are integrated across multiple technical areas and disease verticals to maximize public health impact.
  • Ensure PATH’s strategies and programming is aligned with the National policies and guidelines on TB.
  • Monitor and anticipate the evolving needs for TB in the region and position PATH to respond to those needs.
  • Ensure that PATH is able to respond, adapt, and pivot to the latest trends and innovations in programmatic interventions for TB, including referral mechanisms, implementation models, digital, private sector engagement, personalization, etc.
  • Lead execution of TB strategies at regional, country, and/or project levels to grow programming and impact regionally.
  • Effectively communicate PATH’s strategies and new directions to the Leadership Team and throughout the organization. 

Technical Leadership

  • Oversee an evolving portfolio of grant funded projects and expand PATH’s TB portfolio.
  • Lead teams for the design and implementation of PATH’s public health programs and organizational investments in the TB with state-of-the-art scientific rigor and excellence. Activities include but are not limited to strategic guidance, assessments, solution design, and implementation.
  • Connecting and understanding public health landscape and trends to develop new business streams and to make programmatic decisions.
  • Provide technical assistance to national & state/ provincial governments across countries in the South Asia region on the design and deployment of TB interventions providing advice to governments, teams, and donors.
  • Ensure TB interventions are scalable nationally and can be owned by governments.
  • Review and provide oversight for project implementation and evaluation; review and approve all program reports and materials developed for public dissemination.
  • Support new Innovations and strategies across TB elimination program to enable country progress towards the elimination goal.
  • Identifying, developing, and pursuing new funding streams that align with organizational and country strategies.
  • Lead business development for TB projects, in collaboration with program teams and the partnerships development teams.
  • Ensure that the programs meet and exceed donor expectations of quality and delivery.
  • Interface with donors for updating project progress and identifying focus areas.
  • Manage partnerships with vendors and sub-contractors for project delivery.
  • Work with PATH’s Global Teams on projects and interventions.

PATH’s TB positioning and stakeholder management:

  • Represent PATH’s TB Program with internal PATH stakeholders as well as with external audience.
  • Position PATH externally, serving as a technical expert and external representative for Health Systems Strengthening.
  • Represent PATH and build and maintain productive relationships with donors, project partners, and national government counterparts for both project and business development activities.
  • Position PATH as the government of India’s partner of choice in TB interventions and policies.
  • Position with public health donors, pharmaceutical majors, and technology leaders.
  • Lead collaboration and network development activities with national, regional, and global partners.
  • Ignite and develop strategic partnerships for further outreach and long-term association with major stakeholders.
  • Partnering with peers/partners across the organization to ensure programmatic and scientific integrity and programmatic excellence through close collaboration.
  • Assist project leaders with national level client management and resource mobilization.
  • Participate in global and regional panels, conferences and other events ensuring that PATH is represented in key stakeholder conversations locally and globally. 

People and Operations Leadership

  • Providing leadership to TB staff by engaging in effective change management, frequent communication, and fostering the professional development.
  • Modelling an open and inclusive leadership style by encouraging contributions, feedback, and participation by all staff.
  • Modelling accountability and professionalism in all interactions, internally as well as externally.
  • Creating a high-performance culture focused on technical excellence, integrity and quality.
  • Developing and nurturing the scientific and technical development of staff to develop the next generation of second line public health leaders. 

Apart from the above responsibilities, any other assignment as and when needed by the organization.

Required Experience 

Educational Qualification:

Essential: MBBS Medical degree
Preferable: MD in Pulmonary-Chest- TB/ general medicine/community medicine/MPH.

Preferred experience:

  • A minimum of 8-12 years of experience in public health with at least five years of experience managing large complex projects.
  • Experience in managing large projects/grants is desirable.
  • Should have proven ability in critical thinking, strategy formulation, leadership, and team building in a public health program setting.
  • Demonstrated experience in interacting with government counterparts and international and local organizations working in the health sector at the highest levels.
  • Demonstrated knowledge of and experience with Govt. policies, procedures, and approaches related to program design/implementation, budgeting, and monitoring and evaluation.
  • Excellent oral and written communications skills in English.
  • Demonstrated talent management skills including recruiting and hiring successful staff and consultants; coaching, mentoring and developing staff.
  • Leadership skills, including a commitment to collaborative management within a team-based organizational structure and a proven ability to direct change, inspire teamwork, and motivate staff and partners to achieve results.
  • Proven success in managing teams in dynamic, results-based environment.
  • Ability to network and interact effectively with donor, healthcare providers, government, and nongovernmental organizations.
  • Demonstrated data management and data analysis skills including using MS office tools.
  • Demonstrated acumen in strategic leadership, financial accountability, and administration.
  • Desire and ability to travel nationally and internationally up to 30-40 percent.
