**Job Description:**

The World Bank Group’s engagement on digital development is rapidly growing in the South Asia region.  The South Asia Region Digital Transformation team seeks a Digital Development (DD) Specialist to support a programmatic approach focusing on country engagement, research, and convening.  This role will report to the Practice Manager for Digital Development and contribute to the following:

* **Digital Development Operational Engagements:** Contribute to the design and supervision of lending operations related to the digital development agenda in India.  Prepare technical documents, financial analyses, and operational reports for digital development projects. Provide guidance on best practices in areas such as digital public infrastructure, last-mile connectivity, data hosting, and digital inclusion. Advise clients on strategies and program design for developing digital economies.

* **Research, Analysis, and Data Collection:** Lead analytical work to support project preparation (economic analysis, landscape analysis, etc.). Design and execute original research and data collection (qualitative and quantitative). Generate think pieces, assessments, and best practice notes.

* **Regional Knowledge Sharing and Integration:** Build partnerships with stakeholders (internal and external) to develop a digital development research network. Document and disseminate innovative approaches and positive results through case studies, blogs, and webinars. Author and review publications and toolkits.

* **Inter-sectoral Digital Collaboration:** Collaborate with teams across various sectors (health, education, agriculture, financial services) to leverage digital technologies. Promote digital innovation and investment in the private sector.

**Experience Required:**

* Master’s degree in telecommunications, engineering, law, economics, public policy, or a related field.

* Minimum 5 years of experience in Digital Transformation/Digital Economy policy and regulation and/or ICT/Digital Economy project design and implementation.

* Demonstrated experience in policy dialogue and operations related to broadband connectivity, digital public infrastructure, digital data, data protection, cybersecurity, or digital inclusion.

* Demonstrated experience designing analytical tools and implementing research training in developing countries.

* Proven ability to synthesize, analyze, and present material effectively.

* Excellent written and presentation skills.

* Strong client engagement skills and ability to work collaboratively.

* Ability to work independently and strategically.

* Experience working in developing countries and multi-cultural environments.

* Willingness to travel.
