The Role Context: 

The Director/Associate Director- Policy Evaluation will be responsible for evaluation of central and state government ministries/departments policies which have direct and indirect relation to job creation, entrepreneurship and skills, the main interest area of Wadhwani Foundation. She/He shall work with the WITP team as well as heads of all initiatives of the Foundation in these sectors and shall report to Director Policy and Technology.

Key Responsibilities

o   Shall identify and evaluate government policies/schemes that have direct and indirect relation with job creation, specially in top 10 sectors of the economy which will add maximum jobs in the country.  

o   Prepare framework for evaluation of schemes and carry out research and analysis of the existing and proposed policies/schemes of central and state government agencies.

o   Evaluate the impact of existing policies on WF business plans and propose the strategy and plan of action for different verticals of WF which work in the area of entrepreneurship, skilling etc.

o    Based on analysis/evaluation of relevant government policies, shall put forward recommendations to reform existing public policies and/or implementation mechanisms.

o    The recommendations will be shared with relevant ministries by Wadhwani Foundation to help them improve the polices or in shaping of new government policies, especially in the MSME, job creation and skilling sector.

o    Work with key stakeholders on consultative efforts to drive reforms in achieving government’s goal of creation of 100 million jobs in next ten years.

o   Assists senior management of WF by providing regular updates on insights from relevant ministries to finetune the programs of the Foundation so that they are in sync with government’s policies and programs.

o    They will also identify new opportunities for WF withing its mission of creation of jobs.

o   As and when required, represent WF in stakeholder meetings, technical groups, consultations etc, at Ministries/Departments as well as industry/academic forums. 

o   Recommend, engage with necessary third-party intermediaries including industry associations, broad-based and business trade associations, and civil society organizations.

o  Performs other duties as required by WF

Key Performance Indicators

·         Number of policy recommendations based on evaluation of government policies/programs of top ten key sectors.

·         Adoption/incorporation of Wadhwani Foundation recommendations (prepared by you)  by the stakeholders.  

·         Policy evaluation framework and policy recommendations on engagement in the areas of business transformation and job creation.  

·         Hosting of two large events and two consultative workshops every year. These could be in-person or virtual. The topics should be related to policy evaluation and possible recommendations.  

·         Contribute 4 whitepapers/articles every year related to policy areas.

Skills & Experience

  • Should be an MBA/ Postgraduate with 15-20 years of experience of working with central and/or state government in policy evaluation.
  • Demonstrated ability to evaluate government policies at centre/state level with effective recommendations.
  • Should have experience of carrying out evaluation exercises and surveys to gather primary information.
  • Should have experience of analysing data/information made available through primary and secondary sources
  • Experience in consulting environment and project management experience will be given preference.
  • Ability to work independently with minimal oversight, handle multiple tasks simultaneously, establish priorities, meet deadlines, and solve problems.
  • Interpersonal skills necessary to work effectively as part of a larger team and with a variety of colleagues, external partners, and policy leaders
  • Efficient time management and ability to multitask and prioritize competing priorities.
  • Sound judgment, good analytical and technical capabilities, good oral communication and writing skills, strong conceptual and strategic thinking skills
  • Open to travel
