Position Overview:

The Director, People Operations & Administration position is senior position and a part of the Country Management Team. Oversee the functioning of the People Operation & Administration Department; help set priorities for the department and closely monitor performance; specifically focus on staff capacity building and learning management. Work closely with Program and Program Operations team to ensure adequate staffing and operational support including timely procurement all the time for smooth implementation of program activities. The position will have Sr. Manager, People Operations and Administration as direct reports and will report directly to the Country Director and will be part of the country management team.

Roles and Responsibilities:

People Operations:

  • Develop creative practices and programs that identify, source, assess and hire the best talent to meet changing and evolving business needs.
  • Set and lead towards a vision for exceptional talent practices at all levels of the organization to meet current and future staffing needs.
  • Execute the recruitment strategy effectively ensuring the right talent is ready at the right time and influence the entire recruitment process to provide direction on talent needs.
  • Understand the programmatic and operational objectives.
  • Drive employee engagement in working with leadership team to develop effective internal communications strategies, processes, tools, and training to promote morale and productivity.
  • Execute talent management programs including performance management, training, total rewards, global benefits, surveys, and compensation.
  • Coach and advise on a wide range of core human resource functions including organizational design, HR policies, and best practices.
  • Lead the development and execution of Human Resources strategic and annual plans in alignment with the organizational goals, and mission.
  • Ensure compliance with local laws and best practices in HR so that they are efficient, accurate, timely, and responsive.
  • Lead Learning & Development function, ensure effective implementation of Diversity, Equity & Inclusion initiatives at country level. 

Administration:

  • Oversee all matters relating to facilities and administration, including building lease, general administration, front desk, IT, warehouse management and records function.
  • Define the evolving nature of the Administration function as a quality assurance partner for business across all activities.
  • Manage current procurement policy and procedure with a focus on their ability to enhance organizational value and efficiency; meet regularly with respective departments regarding procurement for their understanding and/or recommendations to enhance policies, procedures.
  • Manage Room to Read’s legal compliances with all governmental standards, requirements, and regulations in so far as Administration function is concerned.
  • Guide through the development of annual procurement plan for all program and non-program related procurement as per approved budget with consultation with the program team linking with the implementation calendar.
  • Ensure timely implementation of all procurement activities well in advance as per approved budget and annual procurement plan.
  • Oversee the procurement process and ensure that the procurement policy is adhered to all the times and that procurement is done in a very cost-effective manner for goods and services,
  • Work closely with Finance to identify potential areas of risk and put in place a risk mitigation plan for all the identified areas.
  • Deployment quality assurance and service excellence protocols in all domains such as general administration, warehousing, procurement, inventory, and IT management with due focus on enhanced outcomes. 

Other:

  • Participate in any other activities which may be required to be undertaken to fulfil the objectives of the organization.
  • Perform other duties as assigned by Country Director.
  • Undertake field visits as required, in consultation with the Country Director.
  • Represent RtR at various platforms. 

Qualifications:

Required:

  • Post-graduation in a related field (Human Resources, Social Science etc) is essential.    
  • Minimum 10 years of relevant experience in the field of People Operations, Procurement, and General Administration.     
  • Knowledge of best practices in the area of Human Resource Management
  • Excellent managerial and interpersonal skills, including skills of managing and mentoring multiple teams.
  • Good written and oral communication skills.
