About IHAT:
India Health Action Trust (IHAT) aims at improving public health initiatives by supporting programs nationally and globally through providing comprehensive technical assistance in program planning, management and monitoring. Pursuant to the Memorandum of Cooperation between the GoUP and the Bill & Melinda Gates Foundation, IHAT set up a Technical Support Unit (TSU) in 2013 to provide techno-managerial support to the Government of Uttar Pradesh (GoUP) to improve utilization, coverage and quality of key reproductive, maternal, new-born, child health and nutrition (RMNCHN) interventions and services in the state. The TSU has been set up from the funding support of Bill & Melinda Gate Foundation (BMGF) through the University of Manitoba (UOM), Canada.
About Program:
The Uttar Pradesh Technical Support Unit (UPTSU) provides integrated Technical Assistance (TA) to the government of Uttar Pradesh (GoUP), which focuses on accelerating progress in reproductive, maternal, new-born and child health, and nutrition (RMNCHN). UPTSU works closely with the GoUP at the state, district and local levels to optimize RMNCHN programs and services. The technical assistance provided by UPTSU is integrated within the GoUP’s health system response for scale-up and sustainability. UPTSU focuses on interventions to improve outcomes in Family Planning, Maternal and New-born Health, and Nutrition, along with Routine Immunization, Digital Health, and other initiatives.

Specialist-Program, Family Planning.
Travel Requirements:
The position requires extensive travel within the district level (up to 80%).
Job Summary :
The DFPS will be positioned in the intervention district and will work in close collaboration with the district government officials and front line workers to support implementation of family planning initiatives in the district.
Technical Support Unit, Uttar Pradesh invite application for the following positions from competent and committed development professionals who are seeking meaningful and challenging assignments in- Uttar Pradesh.
Key Responsibilities:
Planning & Project Implementation:
- Prepare micro-plans in collaboration with the CMO/ACMO/MOIC for the district and facilities to strengthen delivery of family planning services (including strengthening of infrastructure to support FP).
- Support the government in planning for equitable distribution of services based on unmet need and fertility rate to ensure delivery of comprehensive family planning services.
- Support CMO/ACMO in planning of fixed day services to ensure regular availability of FP services in the district.
- Collaborate with district officials to conceptualize and implement campaigns/initiatives to improve uptake of family planning services in the districts.
- Support the district officials in implementing government initiatives/PIP activities for family planning as directed by the state government.
- Support district in implementing the logistics management system for family planning commodities.
- In close coordination with the district block officials work to fill various gaps for ensuing quality services.
- Provide any support required to troubleshoot issues at district level.
Government and Community Partnership:
- Develop strong partnerships with government officials at district and facility level and be the key advocate for family planning services in the district.
- Support the government to ensure timely dissemination of government order and other information related to FP in the entire district.
- Be the representatives of UP TSU and family planning at zonal, district and block level meetings and other government meetings (DHS, FP Review Meeting etc.)
- Participate in community mobilization platforms such as the cluster meetings, ASHA sangini meetings etc. to disseminate information about family planning services.
- Support in capacity building of the district officials, facility teams and the front line workers on family planning.
- Support government in improving quality of services through DQACs and quality cells.
- Support government in planning for nomination, training, mentoring and empanelment of providers for ensuring availability of FP services in the districts.
Monitoring & Evaluation:
- Track progress of activities at the district level against the goals for the districts and share with district officials in various meetings and forums.
- Work closely with the supervisor to analyze data, identify gaps and take steps to ensure any gaps in strengthening are plugged.
- Ensure timely submission of monthly reports and timely update for the designated districts.
- Track availability of critical FP commodities at the district warehouses and intervention facilities and work with government to ensure availability of supplies at facilities.
- Support the government to ensure that timely data is to be captured in relevant systems by designated government official.
Others:
- Support in documenting best practices and developing plans to incorporate the learnings across districts.
- Be the district point person for pilot projects and/or support roll out of other projects/initiatives designed by UP TSU or GoUP.
- Coordinate with other development partners working in the district in the field of family planning to ensure smooth execution of the project.
- Perform other duties identified from time to time by Line manager.
Work Experience:
- Minimum 3 years of relevant experience.
- At least 2 year of experience working in family planning experience.
Education:
Masters in Social Sciences, Public Health, Management, AYUSH, BDS.
