ACCELERATE, a large USAID-funded HIV/AIDS program, aims at improving health outcomes among key populations in India. The ACCELERATE team provides technical assistance (TA) to National, State, and District HIV/AIDS programs to deliver comprehensive HIV prevention and treatment services to vulnerable populations including people living with HIV, key populations (KP) and their partners; and Orphan and Vulnerable Children (OVC). The effort is being led by Johns Hopkins University and includes other consortium partners including The Fenway Institute (TFI), YR Gaitonde Centre for AIDS Research and Education (YRGCARE) and Blue Lotus Advisory (BLA). Under the Accelerate and Scale-up Program (ASAP), ACCELERATE will expand its work to the districts of Hyderabad, Rangareddy, Mahbubnagar, Karimnagar and Nalgonda.

Job Summary

As a key member of the district project implementation team, the District Manager provides overall management oversight of the project. Ensures that the project components are aligned with the requirements of ASAP and the National AIDS Control Program. Works closely with the District AIDS Prevention and Control Unit (DAPCU) and other team members.

Key Duties and Responsibilities:  

·         District Manager will assist the Deputy Director in implementing the plans designed in the assigned district.

·         All District level Co-ordinations as required from time to time on all activities and requirements.

·         Will understand, and tutor technical managers to continually implement innovations and operational changes.

·         Effective monitoring of timelines, data collection, reports and community engagement.

·         Engage effectively with Government agencies responsible for HIV program implementation at district Level.

·         Provide updates on the progress to the Deputy Director and Program Manager. Help plan outcomes at the District level through effective and logical inputs.

·         Managed district-level Key Population Community Advisory Boards and learning sites and was directly responsibility for implementing OVC program in the district

·         Responsible for ensuring the quality assurance standards are maintained by the project sites and staff

·         Prepare and review district implementation plans (quarterly and annual) and ensure that the tasks agreed in the plan are implemented through the existing teams or external consultants.

·         Work with district managers responsible for the implementation of various components of the project including the implementation units like Targeted Intervention Sites, ICTCs, ARTCs, and Community-based ARTCs. HIV/ST and PrEP in the district

Requirements

Qualifications, Skills and Experience: 

·         Master’s in Social Sciences with at least 5 years of work experience handling large-scale development, health, nutrition, HIV programs in the past.

·         Experience in managing large teams and complex situations

·         Working knowledge of the health department, and District AIDS Prevention and Control Unit is necessary.

·         Excellent ability in using MS Excel and PowerPoint

·         Excellent written and oral communication, liaison and negotiation skills

·         Self-motivated, with a strong ability and drive to lead project activities independently with minimal supervision.

·         Willingness to travel for appx 20 days a month. (Travel and logistic support will be provided under the project)

·         Knowledge of the Telugu language
