Language and Learning Foundation (www.languageandlearningfoundation.org) is a New Delhi-based non-profit organization with the vision of enhancing equitable student learning, especially language and literacy development, through the professional development of teachers and teacher educators, building/sharing knowledge, and implementing projects in collaboration with state governments. LLF currently works with seven state governments across the country.

LLF aims to improve the Foundational learning outcomes of all children in government primary schools. LLF has collaborated with multiple state governments to scale its FLN programs focusing on Teacher Training, Material Development, Teacher Coaching and Mentoring. LLF also drives systemic change by enhancing the system’s capacity at the district, state and national levels.

Multiple studies, including a Development Impact Bond-based study in Haryana, have proven LLF’s significant impact on student learning outcomes. Premier institutions across India and the globe, including Tata Trusts, Bill and Melinda Gates Foundation, HT Parekh Foundation, UNICEF, HCL and others, support LLF in delivering quality education.

LLF is implementing outcome based FLN programs in various districts of Uttar Pradesh, Haryana and Chhattisgarh states. As part of this, LLF is initiating a FLN program in Chandauli district from the month of April 2023.

Position Summary

LLF is seeking outcome-oriented and data-driven candidates to manage large-scale projects impacting lakhs of children in government schools across the District(s). As lead of the district team, you will work closely with the Government stakeholders, LLF State teams to strategize and district teams to plan & execute program activities to improve children’s Foundational Literacy and Numeracy (FLN) outcome at scale.

The District program Manager reports to the State/ Senior Program Manager and will be responsible for implementation of the program in the district schools.

Key responsibilities include but are not limited to the following:

● Build and manage a strong team to effectively execute LLF’s FLN programs in schools across all the blocks in the district

● Develop a detailed annual work plan and budget covering all components of the project and ensure project implementation inline with approved timelines and budgets.

● Responsible for delivery of results/ outcomes with quality as per the targets for the year

● Plan and management of all workshops & training for teachers, ARPs/DRGs and internal team.

● Managing the work plans of District and Block Academic coordinators

● Conduct periodic visits to project schools

● Understand program priorities and delegate responsibilities accordingly across team members and take necessary support from other state/central team members

● Monitor daily, weekly, monthly data based on the M&E needs and track FLN outcomes as per prescribed monitoring indicators

● Fortnightly/ Monthly basis review of annual plan and progress of the activities with all district and block coordinators

● Monthly/Quarterly/Annual reporting of the program activities and share the report with the State/ Senior Manager

● Coordinate with district officials DM, CDO, BSA, DIET principal and BEOs to get necessary approvals for project implementation and ensure their participation in the implementation process

● Manage stakeholder relationships by leading outcome-oriented conversations with District Education Officers and Block Education Officers

● Support and facilitate district program review meetings by sharing program data

● Any other tasks/responsibilities assigned for the project by the Director (SP), State Manager, Senior/Program Manager

Qualifications, Skills, and Abilities:

● Post-Graduation are equivalent degree required and preferably Hindi/Maths Literature background.

● Total experience of 7-8 years with at least 5 years of experience in strategizing and managing in large-scale programs

● Excellent implementation skills with highest quality deliverables

● Good understanding of Foundational Literacy and Numeracy, early grades schooling systems

● Exposure of working in government set-up, especially with Government appointed coaches (ARPs), Cluster Resource officers, etc.

● Ability to work with multiple stakeholders in the government system and cross-functional teams within the organization

● Manage short turnaround times, changing goalposts, and ambiguous situations that may arise while working in a government system

● Good data management & analysis

● Problem solving and resilience

● Stakeholder management and influencing ability

● Manage multitasking and ambiguity

● Knowledge in Microsoft Office – Excel, PowerPoint and Word
