HelpAge India is a reputed charity known for its pioneering work in support of the disadvantaged elderly. Our work has benefited over 8 million elderly and our programmes cater to more than 2 million older people every year. We work in the areas of health care, livelihood support, residential care, disaster mitigation, social security and rights of poor elderly. The funding for the programmes is largely indigenous and raised from individual, institutional and corporate donors. HelpAge India has secured a multi-year project grant from a large institution-based philanthropy in India to implement a comprehensive district level ecosystem-based intervention which looks at comprehensively addressing the needs of the elderly from a care, health and social support perspective. The project will span 3 states namely MP (Indore & Dhar), Odisha (Mayurbhanj) & Uttarakhand (Rudraprayag & Haridwar). This project would need community-based project implementation with significant liaisioning & coordination with multi stakeholders who will range from HelpAge’s internal staffs, Donor’s team, state government and community-based organizations.
We are now looking for suitable candidates for the position District Project Coordinator (3 nos) based at Rudraprayag – Uttarakhand, Dhar – MP and Mayurbhanj – Odisha. The District Project Coordinator would be the nodal point at a district level for the project. S/he will oversee the smooth project management of the project across the district. This position will monitor the various project initiative / activities, ensuring that they are progressing in accordance with the project objectives and outcomes at a district level. S/he would ensure that the 2 major components of the project are implemented with all rigor and focus coordinating with partners and multiple stakeholders at a district level. The position will report to National Programme Manager.
Key Responsibility Areas:
Coordination with partner old age homes:
- The 1st component of the project is “Home Again” through which shelter and a decent quality of life is aimed to be provided to destitute and disadvantaged elderly.
- The district coordinator will ensure that the overall upgradation of the partner old age home as per the SOP of HelpAge India – physical and process upgradation.
- S/he will monitor the delivery of various indicators and parameters, as spelled under the Project Implementation Plan.
- Will liaise with the HO Project Manager, training manger and finance manager to ensure smooth roll out of the old age home component at his/her district.
Implementing of the community intervention through CARE Centre:
- The 2nd component of the project is a community component to be implemented across 18 villages in the district aiming at facilitating Community action for providing income security, access to health care and social support to the elderly to enable them to live a life of dignity.
- Ensure community mobilization and participation in expanding the project’s overall aims & objectives to initiate it at the various villages with the community’s support.
- Help identify cluster coordinators and village level volunteers (Vridh Sahayak) through which the community level component will be delivered.
- Coordinate collection of baseline data on elderly and the community on health, social support and care through survey & participatory techniques (PRA, village mapping etc.)
- Coordinate with district level public health team at the sub centre, PHC, CHC and district hospital to ensure that the healthcare of the elderly is addressed.
- Ensure the set-up, running and smooth functioning of the hub, CARE Centre, at a central point which will be the hub of activity for health, telemedicine, digital literacy, recreation a training activity for the project.
- Ensure the set-up of an Elderly Helpline at the CARE Centre and implementation of Mobile Health unit for the health & care of elderly and community.
- Ensure training and capacity building of the various stakeholders within the project and associated with the project on issues of elderly and on the component of elderly care.
- Liaisioning with important stakeholders like gram panchayat, Mandal and district level officials and NGOs/ CBOs and build consensus and seek their support in all round facilitation of the project for greater impact.
Program Impact, Monitoring, Evaluation, and Learning:
- Ensure regular monitoring of the project across set goals and targets so that it proceeds as per plan.
- Ensure close monitoring of the program works in the district to ensure that the team is facilitated, hand holded and helped in addressing ground level implementation issues ensuring smooth running of the project.
- Carry out extensive travel and regular visits to the project villages to assess the project activities, take regular updates from the cluster coordinators and Vridh Sahayaks and also develop strong bonds with the community.
- Schedule regular project monitoring meetings with the team (frequent basis) and with the community (regular basis) along with other stakeholders so that the project proceeds as per plan and mid-course correction can take place taking in to account ground realities / exigencies.
- Develop feedback and feed forward mechanism with the community where they become an integral part of the planning cycle where the planning of the project, its monitoring and evaluation is done along with the community whereby they suggest project level changes for greater impact and future sustainability & ownership of the project.
Collaboration and Liaisioning:
- Liaise with community leads, village level panchayat, district health officer, PHC doctor. & team along with CHC and sub centre staffs and district level various officials like DLSA and others allied department in ensuring that the project is participative in nature and has better support and cooperation in its implementation for greater impact.
- Required to interact regularly with the community & elderly persons, take their inputs regarding health challenges and collect their feedback regarding health services received.
- Be in direct contact and ensure regular handholding & guidance of the cluster coordinator and the project team at the district level.
- To devise strategies with the team to address the other issues pertaining to the elderly e.g., social and economic issues, enrollment in the pension schemes etc.
- Liaise with district level health team to ensure that the collaboration with govt. district level health systems is firmed up to ensure linkages and activation of the National Program for Healthcare of Elderly (NPHCE).
- Collaborate with partner old age homes at the district level in ensuring the “Home Again” component is implemented holistically in terms of making it a model old age home in improving the quality of life of the elderly residents.
- Coordinate and be in regular touch with the state team & National Project Manager to ensure the implementation of project work plans to achieve result as defined in the plan.
- Identify on field experts, partners, collaborators who can help in training, capacity building, add to the technical know-how of the team and overall add value to the project.
- Develop extensive linkages for the elderly linking them with schemes and benefits of the government like pensions, MNREGA, Ayushman Bharat etc.
Reporting & Documentation:
- Preparation of work plans, implementation of planned activities and monitoring/ reporting of progress
- To ensure that the data related to the indicators that measure the progress of the program are properly collected, collated and reported.
- To ensure timely reporting of programmatic & financial update as per the formats suggested under the project
- To carry out documentation of human-interest story / Representative stories along with other modes (short movies/documentaries) showcasing the impact the project is creating
- To regularly update and share communications material with HI Communications Team for proper showcasing of the project impact on HI domain & platforms (website & social media)
Ideal Candidate Profile (Essential Attributes):
- MSW/BSW with minimum 5 years’ experience of running developmental project (in the domain of health, education or microfinance) at a district level.
- Adept and expertise in conducting district level community centered initiative and aware of the complexity associated with such initiative with multi staleholders’ engagement.
- Great community mobilization and creating collaborative partnership skills with proven track record of achieving project success and sustainability.
- Collaborative leadership with a team bundling and supporting approach. Participative leader who guides, hand holds and empowers the team for achieving excellence in the field.
- Excellent communication (speaking and writing) skills in local language and English.
- Demonstrate drive and determination to achieve both results and success; can be counted upon to successfully exceed goals; regularly pushes self and others for results; persisting despite obstacles and opposition.
- Keeping the organization’s vision and values at the forefront of associated decision-making and action.
- Networking, partnership and collaboration skills with proven ability of having strategic partnership/s at a district and state level.
- Should be proficient in using Microsoft Office especially excel, power-point.
- Good networking skills in the social sector esp. at a district level with govt. stakeholders, training organization, community-based organizations / NGOs and government stakeholders.
- Leadership skills with ability to establish short- & long-term goals for the project.
- Have led a team of professional. Team building skills with proven ability of nurturing & mentoring teams in the past.
