About IHAT:

India Health Action Trust (IHAT) aims at improving public health initiatives by supporting programs nationally and globally through providing comprehensive technical assistance in program planning, management and monitoring. Pursuant to the Memorandum of Cooperation between the GoUP and the Bill & Melinda Gates Foundation, IHAT set up a Technical Support Unit (TSU) in 2013 to provide techno-managerial support to the Government of Uttar Pradesh (GoUP) to improve utilization, coverage and quality of key reproductive, maternal, new-born, child health and nutrition (RMNCHN) interventions and services in the state. The TSU has been set up from the funding support of Bill & Melinda Gate Foundation (BMGF) through the University of Manitoba (UOM), Canada.

About Program:

The Uttar Pradesh Technical Support Unit (UPTSU) provides integrated Technical Assistance (TA) to the government of Uttar Pradesh (GoUP), which focuses on accelerating progress in reproductive, maternal, new-born and child health, and nutrition (RMNCHN). UPTSU works closely with the GoUP at the state, district and local levels to optimize RMNCHN programs and services. The technical assistance provided by UPTSU is integrated within the GoUP’s health system response for scale-up and sustainability. UPTSU focuses on interventions to improve outcomes in Family Planning, Maternal and New-born Health, and Nutrition, along with Routine Immunization, Digital Health, and other initiatives.

Job Summary :

District Specialist- Community  Process Outreach-RMNCH+ N will closely work with district and block-level officers of the Department of Health and Family Welfare and the Department of Child Development to strengthen and improve family planning, maternal health, newborn health and nutrition outputs and outcomes in his/her allocated geography with a particular focus on community-based interventions for improving the availability, utilisation and quality of Family planning, Maternal, Newborn & Child Health, and Nutrition related services.

S/he will design and monitor mentoring and capacity-building support to ASHA, AWW and their supervisory structure on RMNCH and nutrition intervention, digital recording and tracking of clients and other responsibilities as deemed fit.

Key Responsibilities:

Key Deliverables Expected from the Job Role:

  • Improve coverage, utilization and quality of Integrated Village Health and Nutrition Days (iVHND) in the geographical area.
  • Improve tracking of High-Risk Pregnancy (HRP, Low Birth Weight newborns and Severe Acute Malnourished (SAM) children.
  • Design and implement solutions to reduce home deliveries pockets in geographical areas.
  • Roll out of digital health and nutrition applications in the designated geographies

Key Inputs expected from the Job Role:

  • S/he will work in coordination with the key district and block personnel of the Department of Health and Family Welfare (DHFW) and the Department of Bal Vikas Seva evam Pushtahar (ICDS) in the allocated district to support the implementation of health and nutrition programs of GoUP.
  • S/he will support the health and ICDS officials in strengthening existing service delivery, capacity building, review, home visits platforms and community interventions on RMNCH+N thematic areas.
  • S/he will support the district health and ICDS officials in planning, rolling out and strengthening the activities under RMNCH and Nutrition
  • S/he will be responsible for and support the priority community interventions related to health and nutrition, like LBWs, HRP tracking, SAM children, Maternal weight gain, Integrated VHND and reducing home deliveries etc.
  • S/he will support other innovations and new initiatives
  • S/he will provide regular feedback to the government counterparts based on the field observation, facilitate gaps filling in the availability of drugs, equipment and logistics at service delivery platforms
  • S/he will prioritize geographies based on available evidence on RMNCH+ N and support Block Outreach Coordinator (BOC)to plan and roll out activities accordingly, in addition to ongoing mentoring support.
  • S/he will organize monthly review meetings with BOC to explore possible solutions to the gaps identified and follow up on addressing the same.
  • S/he will actively participate in District level meetings and highlight progress, success stories and areas of improvement for appropriate action from the district administration.
  • S/he coordinates with the District Senior Specialist/District FP Specialist at the district level to strengthen community-facility-community linkages
  • S/he will maintain good working relationships with government officials, and other development partners working in the district to strengthen RMNCH and Nutrition related community interventions
  • S/he will conduct joint field visits with district and block health and ICDS officials to strengthen the supportive supervision mechanism
  • S/he will actively participate in the PIP development process and development of District Health Action Plans and support the rollout of the same.
  • S/he will support the transition and sustainability of successful interventions of IHAT-UPTSU to GoUP with the support of State teams
  • S/he will provide timely updates about activities in the district through program monitoring reports, surveys, documentation of gaps, learnings and success stories
  • S/he will support the rollout of Implementation Research (IR) initiatives in the district.

Work Experience:

Essential experience:

At least 3 years of experience working with RMNCH/ Nutrition preferably in the state of Uttar Pradesh
 
Preferred experience:

Previous exposure to working with the government/ development agency in community-based interventions will be preferred.

Education:

Required Qualification:

The candidate must have Master’s degree in  Social Sciences/ Rural Development/ Public Health/  Management
