EAII Advisors, Evidence Action’s technical partner in India, supports the implementation of the school and Anganwadi-based National Deworming Day program, as well as iron and folic acid supplementation programs, across 11 states by providing technical assistance to applicable state ministries of health, education, and women and child development. Moving forward, EAII Advisors aims to expand its impact by collaborating with more state governments on these existing programs, as well as supporting new public health, water, & nutrition programming.

About India Safe Water Now

Evidence Action’s Safe Water Now program provides safe drinking water to over 10 million people across rural Uganda, Malawi, and Kenya. Recent evidence highlights that water treatment may be among the most cost-effective interventions available to save young children’s lives, reducing all-cause child mortality by about 25%. The Dispensers for Safe Water (DSW) program, based on research by a Nobel-winning economist, utilizes an innovative and human-centric design to deliver clean water at the source in rural settings, achieving usage rates which are 5x that of comparable interventions. Evidence Action recently launched a next generation technology, In-Line Chlorination (ILC) in Uganda and Malawi, targeting rural, peri-urban, and urban communities, which has the potential to be even more cost-effective. Over the past year, we’ve more than doubled our footprint in East Africa and are actively exploring opportunities for expansion into new countries.

In addition to its longstanding work in East Africa, Evidence Action, through its technical partner in India, EAII Advisors, is launching a major technical assistance program to help the government of India reach 17.5 million people across multiple states with safe water. This complements the Indian government’s effort to bring water access to every household in the country.

About the Position

Reporting to the State Program Manager (SPM) with a dotted line to the Manager-M&E at the national level, the SPC-M&E will carry out Monitoring, Evaluation, and Documentation-related activities. He/she will also assist in the implementation of the National Deworming Day (NDD) and IFA supplementation program in the state of Jharkhand. As part of this post, the candidate will support the State Program Manager (SPM) in sharing and disseminating findings and data related to program performance in various platforms.

Responsibilities

  • Prepare an M&E plan for SPM, prepare IFA and NDD program work plan, and strengthen monitoring and reporting systems.
  • Coordinate with the regional/district coordinators (RC/DC) and tele callers for data collection and quality maintenance.
  • Engage in district and block-level data collection, dissemination, and overall coordination with government officials from the Department of Health, Education, and WCD according to the M&E work plan.
  • Prepare and submit reports on time with the assistance of other members of the team, coordinating with Government officials from the Health, WCD, Education, and other government departments and stakeholders/partner organizations.
  • Assist the team with data-related reporting by documenting program activities, best practices, and providing technical support. Also, be in charge of creating reports for discussion and decision-making for program improvement.
  • Will be in charge of the state’s monitoring and documentation (both qualitative and quantitative) of specific interventions implemented as program enhancement measures.
  • Assist and support the National M&E team in developing state targets.
  • Preparation of data collecting and compilation tools/reporting formats and templates aligned with program requirements.
  • Responsible for secondary data review, review of literature, and analysis of large-scale data from sources such as DLHS, NFHS, Census, HMIS, MPR, UDISE, and compile and analyse other state-specific program-related indicators from available sources
  • Develop M&E-related training plans and provide training for regional/district coordinators and tele-callers.
  • Responsible for creating and maintaining high-quality databases which are relevant to the programs.
  • Assist the SPM in delivering all tasks pertaining to key monitoring indicators
  • Be in charge of embedding M&E into the program and developing a system for tracking program activities using indicators, trackers, and dashboards.
  • Ensure that all data collected is subjected to data quality assurance procedures.
  • Perform other tasks as and when required and given.

Requirements

Essential

  • A master’s degree or specialization in social sciences, public health, health administration, or a similar field is required.
  • Minimum of 5-6 years of M&E, documentation and report writing experiences.
  • Proficiency in database development/management through SPSS or STATA, EPI-Info, Access, Excel, and skills in analysing, interpreting, and communicating information to various stakeholders is required.
  • Having an understanding of the Government health system, understanding of school and Anganwadi-based data collection, children and adolescent health programs, and government initiatives associated with anaemia and deworming (preferred). 

Desirable

  • Professional experience of working in a research/consulting firm, preferably with large-scale surveys M&E projects will be an added advantage.
  • Detail-oriented and excellent time management skills with the ability to meet deadlines and deliver required results in a timely and quality manner.
  • Good interpersonal and presentation skills, strong written and verbal communication skills in English and Hindi are essential.
  • Willingness to travel 20% of the time.
  • Applicants with a foundation in Population Studies, Statistics, or Demography will be given preference.
