**Job Description: Economic Policy Analyst**
**Location:** Lucknow, Uttar Pradesh, India (Note: Training will be conducted in Chennai for the first two months)
**About the Company:**
The Centre for Effective Governance of Indian States (CEGIS), pronounced See-Jis, is a non-profit organization dedicated to enhancing governance and public systems in India. CEGIS partners with state governments to improve their capacity across four key pillars: outcome measurement, personnel management, strategic public finance, and states and markets. The organization focuses on co-creating solutions with state governments through an iterative process of think-demonstrate-document-transfer, working closely with bureaucratic leadership, front-line workers, and public officials in priority departments such as Finance, Planning, and Human Resources.
CEGIS is currently engaged with multiple Indian states, including Telangana, Tamil Nadu, Karnataka, NCT of Delhi, Assam, and Government of India entities like the NITI Aayog and Capacity Building Commission (CBC). The organization’s approach emphasizes evidence-based decision-making, strategic resource allocation, and competency-based systems to enhance governance effectiveness.
**Experience Required:**
– A Master’s degree in Economics, Public Policy, or a related field is strongly preferred.
– Relevant work experience of at least 3 years in empirical research related to public policy is an asset, though not mandatory.
– Applicants without prior work experience must demonstrate requisite skills and inclination through a strong academic record.
**Key Skills:**
– Proficiency in data science and experience working with large datasets.
– Knowledge of statistical analysis software (e.g., STATA, R) is essential; proficiency in Python or GIS software is an advantage.
– Familiarity with major research datasets covering India and experience in compiling and using complex datasets.
– Strong writing and communication skills in English; fluency in other Indian languages is a plus.
– Ability to prepare high-quality policy briefs, research papers, and notes.
– Demonstrated interest in improving government functioning and using research and evidence to inform policy.
**Role and Responsibilities:**
1. Conduct comprehensive economic research and analysis on state-level policy issues.
2. Develop data-driven insights and recommendations to support effective policy implementation and governance reforms.
3. Engage with senior government officials to identify research, analysis, and knowledge gaps.
4. Collaborate with stakeholders, including government officials, researchers, and think-tanks, to foster effective policy dialogues.
5. Support CEGIS teams in developing and implementing evidence-based policy solutions.
6. Translate economic research findings into practical policy ideas and reforms for state governments.
7. Draft high-quality notes, reports, policy briefs, and academic papers applying economic concepts effectively.
8. Communicate complex economic findings to both academic and non-academic audiences.
**Compensation:**
Remuneration will be competitive with Indian academic and think tank pay scales and will depend on the candidate’s experience level.
