B. Project Background

The C40 Cities Finance Facility (CFF) is a project preparation facility supporting Mumbai to install rooftop solar PV panels at 27 depots and other available areas to decarbonise the grid and complement the gradual shift towards a truly zero emission bus fleet. The project is in line with the Mumbai Climate Action Plan (MCAP), which focuses specifically on energy decarbonisation and integrated mobility.

C. Responsibilities

Energy Advisor will be coordinating the CFF support to Mumbai City. The Advisor will be supporting the city in further developing and improving solar PV and will be working very closely with the BEST project team, ensuring the delivery of demand-driven technical assistance and capacity development support.

D. Core scope of Tasks

• Serve as a focal point between the city administration and CFF.

• Build and maintain effective working partnership between CFF and the City of Mumbai, respectively, BEST, and the respective energy agencies/departments.

• Manage the CFF Project in Mumbai – own the programme, milestones, deliverables, risks and issues to achieve the CFF and city administration objectives.

• Effective assessment, development and implementation of capacity development plans and actions.

• Capture lessons learned from the implementation of support to the city through close coordination with and constant feedback to the C40 Knowledge and Partnerships Manager.

E. Required Qualifications, Experience and Competencies

Qualifications:

• Solid understanding of the national and local context including the political situation, rules and regulations, actors and institutions relevant to the project. Experience working with the Government of India in national and/or sub-national level is an advantage.

• Solid network of contacts and excellent ability to communicate.

• Ability to navigate effectively and results-oriented in political environments and with the participation of multiple stakeholders.

• Practical experience in advising senior technical personnel and personnel responsible for making decisions in public administration.

• Sector expertise and experience in solar PV in India.

• Experience in procuring, contracting and supervising external consultancy services.

• Demonstrable skills in identifying and implementing measures for the professional training of personnel.

Professional Experience:

• Proven expertise in engineering/ renewable energy / climate change / economics / business administration, or other related fields.

• Desirable postgraduate / master’s degree in related areas.

• Minimum professional experience of ideally 8 years working in and with the public administration, and a broad understanding of the structures of local governments and their administrative processes.

• Considerable work experience in the field of solar PV, renewable energy and / or financing of urban infrastructure projects.

• Demonstrable work experience in development projects and financial progressions, ideally in the area of renewable energy.

• Specific work experience in the field of solar PV project development.

Required Competencies:
