PROJECT DETAILS
For past two decades, CISSD has been engaging with state governments (Uttar Pradesh, Bihar, Gujarat, Odisha, Haryana) and Ministry of Education (MoE) to strengthen the implementation of KGBVs in order to ensure quality education for girls from the most marginalised communities. Key focus areas have been teacher development to teach subjects from grades 6-8, implementation of a bridge curriculum for drop out girls enrolled in KGBVs, building leadership skills in adolescent girls, developing a manual on effective management of KGBVs and training of wardens, and establishing a monitoring and review mechanism including the use of safety audits in KGBVs. In the recent past, all the state governments have upgraded KGBVs to grades 8th-12th to ensure girls complete their secondary school education. State Government of Uttar Pradesh has opened 746 KGBVs so far and some of them have been upgraded by 2020-21. Therefore, girls in the age group of 11-18 years will get the opportunity to stay in KGBVs and complete their secondary school education. It is therefore crucial for the state government to have a vision for extending access through KGBVs to secondary education and its proper execution to ensure quality education for at-risk adolescent girls and equipping them with 21st century skills.
CISSD will support the state education department of Uttar Pradesh to adopt/adapt the girls’ leadership model for KGBVs. For this, CISSD will provide technical assistance to the state education department through a technical support unit. Besides, CISSD will also develop 5 state-of-the-art model upgraded KGBVs, and provide knowledge and tools needed to upscale and institutionalize learning across all 746 KGBVs.
JOB SUMMARY
GE Coordinator will be part of the technical support unit for State KGBV cell. S/he will closely work with In-charge KGBV (SSA) for effective implementation of KGBVs in the state. Key role responsibility include – support SSA/SCERT in reviewing the bridge curriculum especially for girls enrolled in grade 6 in KGBVs and teacher capacity building on the bridge curriculum. s/he will be responsible closely working with SCERT- SRG to review/develop state curriculum for bridge course, 21st century skills and creating a mechanism for ensuring a safe and secure environment for girls in KGBVs. Besides, providing technical support in organizing monthly/quarterly review meetings of district gender/girls’ education coordinators at state level and in sensitizing them on concepts of gender, equity, 21st century skills, and management of KGBVs.
GE coordinator will support Project Manager in executing all the planned activities as per the work plan.
Responsibility
Support SSA in implementing the vision around adolescent girls’ leadership development model for KGBVs with a focus on 21st Century skills across state
- Lead in organising visioning workshops with government officials and develop an implementation plan to execute the vision.
- Develop Standard Operational Protocols for KGBV and State Resource Group (SRG) members to roll out girls’ leadership +21st century skills curriculum in all KGBV’s in the state
- Build continuous capacity of district gender coordinators to execute the vision and regular monitoring of KGBVs through systemic process
Take lead in development of curriculum and support materials to implement girls’ leadership model inclusive of 21st Century skills in all KGBV’s
- Coordinate with SCERT and SSA to develop resource materials and IEC materials around 21st century skills for upper primary and secondary level
- Develop teacher training module and capacitate SRG to undertake training of KGBV teachers
- Packaging of the curriculum and training module for institutionalization
- Provide support in organizing KGBV teachers training on 21ste century skills with focus on bridge curriculum
- Develop and institutionalize monitoring systems for KGBVs Develop KPIs to monitor KGBVs
- Support SSA in developing a robust monitoring mechanism for KGBVs
- Organise periodic capacity building workshops for relevant stakeholders at state and district level to build capacity for using monitoring systems
- Support in Program documentation and studies
- Provide support in developing knowledge products/training modules in a timely manner
- Packaging of knowledge products for institutional usage and sustainability of project initiatives.
- Support in documentation of best practices in KGBVs to share with district/state/national level institutions for its uptake.
- Support Project Manager for developing donor reports and monthly updates

QUALIFICATION & EXPERIENCE
Essential
- Master’s or advanced degree in Education, Social Sciences, related field
- Minimum of 5-7 years’ experience of working as technical expert either donor-funded programs or with government
- Prior experience of working with national and/or state governments
- Strong experience of reviewing/developing curriculum with gender and equity lense especially for out of school children
- Strong experience of teacher training at state/district level
Preferred
- Understanding of National Education Policy of India and Current challenges and opportunities around girls’ education in India and Uttar Pradesh

Communication skills:
Able to articulate and communicate well to all stakeholders (both verbally and in writing) in a manner that meets the different needs of different audiences
Language skills:
able to read, write and speak in local language, Hindi and preferably in English
