Digital Green in India is entering an exciting phase of development as it expands its offerings to include a national-level digital platform for capacity building of agriculture extension workers and farmer advisories, digital solutions focused on strengthening farmer organizations, market access, financing & data with a gender and climate lens. As part of this expansion, Digital Green is building a small team of exceptional individuals with a passion for finding solutions to pressing development problems, a curiosity about complex issues facing the world’s poor, and a drive to tell our story. This is an exciting opportunity to join Digital Green’s growing team in India, supporting our ongoing and new programs.

Job Summary

This position will provide technical leadership for monitoring, evaluation and learning of all current and new technology and digital innovation-focused programs within India, developing and implementing innovative, agile monitoring and evaluation strategies, and generating actionable and timely insights that support the program and product teams to improve their interventions and meet their strategic goals. The technical lead will focus on designing and implementing new approaches and systems that enable a quick feedback loop and improve M&E activities for strategic decision-making for digital products-based programs. S/he will also provide leadership on use of technologies for data collection, management, analysis, reporting and learning.

Responsibilities and Duties

Measurement and Evidences

  • Design and implement a MEL approach appropriate  for technology and digital solutions-based programs implemented with government partners and farmer organizations for small scale producers in India
  • Develop monitoring system, indicators and metrics for assessing the effectiveness of national digital platform for agriculture extension in collaboration with the program team and government partners
  • Develop a M&E framework for digital solutions-based program with farmer organizations in close collaboration with program and product teams, and in line with the global strategy that includes a gender and climate lens
  • Adopt/implement innovative data collection and analysis methods that enable a quick feedback loop for decision-making on improving programmatic activities and product adoption
  • Collaborate with government stakeholders and resource institutions to develop appropriate systems and tools for continuous and automated data collection from the field-level for monitoring progress
  • Enable sharing of insights across teams in collaboration with the knowledge management function
  • Support the global MEL function in developing and reviewing  Annual  Plans and targets for meeting organizational short term and long term goals

Networking & Partnerships

  • Network and build strong and lasting relationship with various research organizations, Experts & Academia, Donors and Influential thought leaders at both National and International levels
  • Work with government partners to develop their capacity in adopting technology-based M&E systems that are suitable for large-scale digital interventions
  • Work in close partnership with the Product, Program and Strategy teams

People Management

  • Effectively lead and manage the team within the performance management framework and coach line managers.
  • Ensure a high performance team through building capacities and providing critical feedback & direction
  • Collaborate with all verticals for seamless transfer of knowledge at all times
  • Efficient and optimal use of resources including team members to meet MEL objectives.

Key Performance Indicator

  • Develop M&E system to assess efficiency and effectiveness of large-scale digital programs with clear indicators  for the programs to meet strategic goals;
  • Develop and implement an adaptive M&E framework that is appropriate for digital innovative solutions in the initial phase 
  • Critical review of program and product performance
  • Timely data analysis with latest analytical tools to provide accurate, informative and actionable insights program and product teams

Qualifications 

  • Post Graduate Degree in Statistics/ Mathematics with strong qualitative and quantitative analysis skills
  • Data management skills using statistical software (e.g., STATA, R, etc.) or programming (e.g., python)
  • Knowledge and experience with various data collection tools (e.g., Survey CTO, KoboToolBox) and data visualization tools (e.g., PowerBI)
  • 10-12 years of relevant work experience, leading M&E activities in a highly dynamic environment,
  • Experience with women economic empowerment programmes or gender-inclusive programs would be preferred
  • Experience leading M&E activities for digital solutions in the development sector would be highly preferred
  • Experience in developing and implementing new and innovative methods for data collection and analysis
  • Ability to cull out deep and actionable insights and to share them effectively with the rest of the organization 
  • Excellent knowledge of  technology based M&E tools
  • Excellent communication skills in English, both verbal and written
  • Excellence in developing evidence based MIS reports
  • Experience working with various stakeholders in a diverse environment including different time zones, culture and backgrounds
