## Specialist – HR Systems Strengthening
**India Health Action Trust (IHAT)** is a non-profit organization dedicated to improving public health initiatives by providing comprehensive technical assistance to programs both nationally and globally. We support program planning, management, and monitoring to achieve measurable and sustainable impact.
We are currently seeking a **Specialist – HR Systems Strengthening** to join our Uttar Pradesh Technical Support Unit (UPTSU) in **Lucknow, Uttar Pradesh**. The UPTSU provides integrated technical assistance to the government of Uttar Pradesh (GoUP) to accelerate progress in reproductive, maternal, newborn, child health, and nutrition (RMNCHN).
**Responsibilities:**
* **Technical:**
* Support the Team Leader, HR Systems Strengthening in advising the GoUP on best practices and frameworks for recruitment, capacity building, and performance management initiatives.
* Identify key bottlenecks to optimal performance of employees in the Departments of Medical Health & Family Welfare, Medical Education and Training, and Women & Child Development.
* Assist the GoUP in developing competency dictionaries for various cadres based on the FRAC framework.
* Support the GoUP in creating competency-based assessments and competency building products for the Learning Management System.
* Contribute to the rollout of e-Kshamata, the Learning Management System across public health in Uttar Pradesh.
* Lead capacity building of department officials in identifying and mitigating key HR issues.
* Develop and advocate for effective Learning & Development (L&D) and Performance Management System (PMS) frameworks for the public health workforce.
* Provide technical support to the DoMHFW in various organizational development interventions as necessary.
* Support the NHM, UP, and DoMHFW in effective manpower planning, geographical rationalization of the existing workforce, and critical recruitment policies/projects.
* Conduct rapid research on best practices from other states, research literature, and international practices related to key HR systems components.
* Develop appropriate policy proposals through a participatory approach, effectively liaising with internal and external stakeholders.
* Follow up with concerned government officials to ensure proposals are moved in a timely manner.
* Provide techno-managerial support to the National Health Mission, UP, and Department of Health and Family Welfare, UP, on various HR Systems.
* **General:**
* Perform any other work assigned by the line manager.
**Qualifications:**
* Minimum 2 years of experience in large-scale program management or consulting with government/development sector projects.
* Consulting backgrounds are strongly preferred.
* Master’s Degree in Business Administration (MBA)/PGDM/Public Policy/Public Health or an equivalent degree.
**Key Competencies:**
* **Behavioral:** Collaboration for Success, Senior government official liaisoning, Influencing and Negotiating.
* **Functional:** Advanced MS Excel for data analysis, Vendor Management, Basic Project Management.
* **Domain:** Basic knowledge of RMNCHN components, Basics of Human Resource Management.
**Travel Requirements:** As per program requirement.
