**Job Description:**
Under the supervision of the National Professional Officer (HR), the Human Resources Associate will perform a variety of duties related to contract and entitlements management, HR monitoring and reporting, HR planning, and selection and recruitment processes. Specific responsibilities include:
* **Contract and Entitlements Management:** Advising staff on WHO rules, regulations, and entitlements; managing onboarding and separation processes; acting as a focal point for contractual matters and GSM (Global Management System) queries.
* **HR Monitoring, Compliance, and Reporting:** Ensuring compliance with WHO regulations; initiating HR actions (e.g., contract extensions, waivers); monitoring performance management and leave; conducting analysis of consultant and intern hiring requests; preparing HR reports and statistics.
* **HR Planning:** Supporting HR planning exercises; maintaining workforce reports; ensuring compliance with standardized post descriptions; managing the HR plan in GSM; supporting restructuring and review exercises.
* **Selection and Recruitment:** Supporting the organization of selection and recruitment processes; monitoring the process from vacancy notice to reference checks; participating in selections.
* **Other Operations:** Supporting capacity building initiatives; assisting with HR-related projects; preparing documents for meetings; conducting HR trainings; acting as supervisory backup.
**Experience Required:**
* **Essential:** At least eight (8) years of experience in clerical/administrative positions.
* **Desirable:** Experience working in WHO or another UN agency, preferably in Human Resources Management with progressive responsibility (minimum three years in supporting at least two HR functions). Proven experience using WHO’s Global Management System (GSM) or a similar ERP system (Oracle, SAP).
**Skills Required:**
* Demonstrated skills and knowledge in at least two specialized areas of Human Resources, with data analysis and recommendation abilities.
* Sound knowledge of HR policy related to entitlements, benefits, and employment conditions.
* Ability to identify shortcomings and recommend solutions in line with WHO regulations.
* Strong judgment, integrity, and service orientation.
* Excellent communication (written and oral) and interpersonal skills.
* Knowledge of WHO/UN administrative rules and policies.
* Proficiency in Microsoft Office applications (advanced Excel skills).
* Demonstrated IT skills and experience with HR software, particularly ERP systems (Oracle, SAP) and e-recruitment systems.
**Education Required:**
* **Essential:** Completion of secondary school education.
* **Desirable:** Training in specialized areas of HR.
**Language Skills:**
* **Essential:** Excellent knowledge of written and spoken Hindi and English.
**Remuneration:**
WHO offers a competitive remuneration package, including an annual net base salary starting at INR 1,423,617 (subject to deductions). 30 days of annual leave are also provided.
