In addition to running these scaled programs, Evidence Action leverages its unique Accelerator to develop the next generation of programs. These programs are rigorously tested to ensure exceptional scale, cost-effectiveness, and clear evidence of impact. In 2019 we launched an ambitious new strategy, intending to double our impact over the next five years, with much of that impact coming from new programs identified and scaled through the Accelerator.

Evidence Action has a presence across 7 countries, with major offices in Nairobi, Kenya; Delhi, India; and Washington, D.C. In India, Evidence Action’s technical partner EAII Advisors provides technical assistance to select state government’s ministries of health, education, and women and child development to implement the school and Anganwadi based National Deworming Day program and Iron and Folic Acid (IFA) supplementation program to improve children’s health, education, and long-term development. In the long term EAII Advisors aims to expand to provide technical support to more state governments and on other public health & nutrition issues too.

The India program invites applications for the position of IT Manager to be based at New Delhi office.

About the Position

This position will manage all IT related matters for EAII across 11 states in India and will report to Deputy Director – Operations based in New Delhi. Key responsibility requires closely working with Global IT Team and manage Apps related to database. As for all staff, s/he must possess a sense of collaboration and mutual understanding and a willingness to assist colleagues and work in a team.

Responsibilities:

Desktop and Network Support:

● Provide basic desktop support (Software & Hardware).

● Support remote users via remote access tools provided by Evidence Action Global IT.

● Log all IT requests in the helpdesk ticketing system and resolve issues according to the SLA.

● Setup, upgrade, and manage Network infrastructure in accordance with Evidence Action’s standard network topology, which includes but is not limited to routers, firewalls, switches, wi-fi access points, servers, A/V systems, CCTV cameras, etc.

● Setup, install, maintain, and provide support for office printers, scanners, copiers, etc.

● Setup, install, maintain, and manage endpoint devices, including but not limited to laptops, desktops, tablets, smart phones, in accordance with EAII’s IT policy.

● Be the local subject matter expert on Windows operating systems, Microsoft Office and/or Office 365, Google Workspace, and Box.

● Troubleshoot Internet and IT related issues.

Access control:

● Enable and disable user account as directed.

● Enable and disable user access to various systems as directed.

IT Service Management/Governance:

● Recommend, procure and configure necessary hardware and software; implement minimum security requirements for usage of hardware, software and associated apps.

● Manage EAII’s IT inventory and keep up-to-date inventory records.

● Be the custodian of software and licenses for the organization.

● Work with Evidence Action Global IT to develop reports on governance and system administration, including key risks and areas of responsibility. This includes but not limited to: Tally, Keka, and MLE system – TBD.

● Manage and maintain EAII’s SQL Server instance as directed.

● Manage Evidence Action’s Google workspace as directed.

● Prepare management reports.

● Provide employee on-boarding and off-boarding in accordance with EAII’s IT Policy.

Product Evaluation and Implementation:

● In consultation with Evidence Action Global IT and EAII Sr. management, research, pilot, evaluate, and recommend various cloud-based SaaS (Software as a Service) and IaaS (Infrastructure as a Service) solutions as requested. The solution may include but not limited to AWS, Microsoft Azure, Microsoft Intune.

● Implement new products in accordance with EAII IT policies and procedures.

Cyber Security:

● Work with Evidence Action Global IT to implement a cyber security framework.

● Strengthen EAII’s cybersecurity posture by deploying and maintaining agreed upon tools and techniques as directed by Evidence Action Global IT, which includes but not limited to Kaseya, Bitdefender.

● Recommend and provide cybersecurity training for EAII staff in conjunction with Evidence Action Global IT

● Monitor and Audit agreed upon security controls.

● Respond and mitigate cyber incidents in accordance with Evidence Action’s Incident response policy.

● Develop, update, and manage cybersecurity related documentations as directed.

● Implement cybersecurity policies and procedures as directed by Evidence Action Global IT.

● Conduct regular vulnerability scans in accordance with Evidence Action’s cybersecurity policy and deploy remedies as applies.

Disaster Recovery:

● Research, pilot, evaluate, and recommend a disaster recovery system for EAII as directed by Sr. Management.

● Implement, manage, and maintain a disaster recovery system in consultation with Global IT.

Training

● Lead training, in collaboration with the Evidence Action Global IT team, to EAII staff on systems in use by Evidence Action and IT policies and procedures.

● Provide leadership in the training of all staff on adequate utilization of box as the main storage and back-up system

Key Performance Indicators

● Reduced staff unresolved IT issues

● Sustain a 97.5% accuracy in office assets inventory including asset tagging and update of the fresh service system

● Reduced turnaround time in resolving IT related issues among the staff

● Programs and Procurement team is receiving the appropriate technical support on IT matters are purchasing the right equipment

● Reduce the number of critical bugs reported by the staff as well as the number of suspicious websites visited by staff

IT system is safe and free from any cyber-attacks.

Requirements

Essential Qualifications, Experience, and Competencies

Essentials

  • Bachelor degree in Computer Science or Information Management Systems.
  • Experience in End User Support and Database Management.
  • 3 – 5 years’ work experience in a position with similar responsibilities.
  • Experience in project management and stakeholder engagement with proven ability to deliver results
  • Experience in introduction, implementation and adoption of relevant technology and data management tools.
  • Experience in Network management, configurations and installations.

Desirables

  • Experienced in managing and handling multiple locations at a time.
  • Network and/or IT Security certification is added advantage.
