Job Description 

PATH is currently recruiting for a Lead – Business Performance reporting to Hub Director – South Asia.

The Business Performance vertical at PATH is a shared service supporting other verticals (Family Health, Infectious Diseases, Vaccines, Primary Health Care and Health Systems Strengthening, and Digital Health) by enhancing the delivery of critical public health projects. It does so with the best-in-class project management, monitoring and evaluation, knowledge management, and research and design to accelerate project delivery and enhance impact. Working across PATH’s focus areas (Family Health, Infectious Diseases, Vaccines, Primary Health Care and Health Systems Strengthening, and Digital Health), the Business Performance team benefits from a transversal view on PATH’s public health projects and an ability to promptly convert programmatic requirements and insights into decisions, implementation, and impact. Key Teams under the Business Performance vertical include:

Project Management Team: The project management team enhances project delivery by leveraging project management methodologies (PMP, Prince, etc.) to deliver a project according to specific requirements defined by project stakeholders. The Project Management team takes up complete responsibility of managing a project across all 5 project phases of initiation, planning, execution, monitoring & controlling, and closing. It involves the management of all 10 critical project priorities – Integration, scope, cost, quality, risk, procurement, stakeholder, risk, resources, and communication.

Knowledge Management Team: The Knowledge Management team captures, disseminates, and leverages knowledge generated across projects for organizational and programmatic strategy, operations and improvement. The Knowledge Management team is deeply involved in the creation and dissemination of Knowledge Products (presentations, trainings, posters, publications, etc.) for PATH projects as well as organizational assets for PATH. Moreover, the Knowledge Management team also works towards breaking siloes within PATH by sharing knowledge and insights from projects across verticals. The Knowledge Management Team is also the custodian of project knowledge and insights after completion of the project.

Monitoring and Evaluation Team: Monitoring and evaluation (M&E) team ensures project delivery by applying monitoring, evaluation, and impact measurement frameworks and methodologies (like Theory of Change, results framework, etc.) for defining, tracking, evaluating, and reporting quantitative indicators about the performance of public health policies, programs, and projects. This also includes providing data analytics support for programmatic activities.

Research and Design: The Research and Design team applies research and design methodologies to inform organizational and programmatic strategy and implementation activities including but not limited to operations research, landscaping, market research, ethnographic research, baselining, Human-centered research, etc.

For all projects across PATH’s focus areas, members of the Business Performance team will be embedded within the department of the project and will be expected to interact with multiple stakeholders across the organization while delivering on key project priorities.

About the position

The Lead – Business Performance (BP Lead) is responsible for leading teams across four functions at PATH –  1. Knowledge management, 2. Monitoring & evaluation, 3. Research & design, and 4. Project management. The Lead will report to PATH’s Hub Director – South Asia and will lead teams to provide advice and support projects and functions across the organization.

Responsibilities:

General leadership, management, and oversight: 

  • Provide vision, overall leadership, and oversight to Business Performance staff in the South Asia region to ensure quality project delivery.
  • Uphold the standards of PATH to lead a high performing team, and ensure strict compliance to donor and PATH policies, regulations, and internal controls.
  • Hire, onboard, and retain top middle-management talent for Business Performance (Project Management, Knowledge Management, Monitoring and Evaluation, and Research and Design).
  • Build resources for the future of business performance at PATH.
  • Lead teams supporting across projects in diverse low-resource settings with multi- dimensional teams and stakeholders.
  • Partner with PATH’s project leads, governments and donors to enhance project delivery. 

PATH’s Strategy for Business Performance: 

  • Scope and identify business performance needs across PATH’s programs and projects.
  • Conceptualize, develop, and lead PATH’s priorities and approaches for Business Performance in projects across South Asia.
  • Establish strategic priorities for focused development of Business Performance functions across PATH’s programs and projects as a thought partner to the Hub Director – South Asia, including development of all approaches to enable implementation of Business Performance strategy.
  • Benchmark globally emerging Business performance trends.
  • Ensure PATH’s business performance strategies and methodologies are integrated across multiple projects, technical areas and disease verticals to maximize public health impact.
  • Monitor and anticipate the evolving business performance needs of public health projects in the region and position PATH to respond to those needs.
  • Effectively communicate the business performance team’s strategies and new directions to the Leadership Team and throughout the organization.

Business Performance positioning and stakeholder management: 

  • Represent the Business Performance vertical with internal PATH stakeholders as well as with external audience.
  • Position PATH externally, serving as an expert in business performance and externally represent PATH to donors and governments on business performance.
  • Represent PATH and build and maintain productive relationships with donors, project partners, and national government counterparts for both projects as well as business development activities.
  • Position PATH as the government of India’s partner of choice for strong implementation of public health interventions and policies.
  • Build PATH’s capacity in Business Performance development of cross PATH collaborations.
  • Assist project leaders of other verticals with national level client management and resource mobilization.
  • Participate in global and regional panels, conferences and other events ensuring that PATH is represented in key stakeholder conversations locally and globally.

Business Performance Vertical Programs: 

  • Setup the Business Performance vertical, oversee an evolving portfolio of grant-funded projects, and expand business performance support to all PATH verticals.
  • Lead functional teams across the Business Performance vertical (Project Management, Knowledge Management, Monitoring and Evaluation and Research and Design) to ensure the design, planning and execution of Business Performance vertical strategy.
  • Lead Budget Management of Business Performance vertical in coordination with Vertical leaders as well as with the Finance and Operations vertical.
  • Setup and steer program methodologies, frameworks, and organizational assets across the domains of the business performance vertical – Project Management, Knowledge Management, Monitoring and Evaluation and Research and Design.
  • Ensure alignment of the activities of all business performance teams with the goals of the public health projects undertaken by PATH.
  • Collaborate with vertical leads, team leads, and project leads to enhance project delivery across various verticals.
  • Lead business development for public health projects, in collaboration with program teams and the partnerships development teams.
  • Champion business performance both internally at PATH south Asia as well as externally with donors, partners and governments in the South Asia region.
  • Ensure that the programs and projects meet and exceed donor expectations of quality and delivery.
  • Interface with donors for updating project progress and identifying focus areas.
  • Manage partnerships with vendors and sub-contractors for project delivery.
  • Work with PATH’s Global Teams on projects and interventions.

Required Experience 

  • Advanced degree and/or training in Management, Business Administration, Public Health, Medicine, Health Systems, Statistics, Economics, or other relevant fields. An MBA is strongly recommended.
  • 15+ years’ relevant experience in a similar organization or a top-tier management consulting organization (McKinsey, BCG or Bain) or an international development consulting organization (Dalberg or Bridge span) or the government with 10+ years in progressively responsible leadership roles in the design and/or delivery of public health programs and research.
  • Strong leadership experience in one or more of the following functions: Project Management, Monitoring and Evaluation, Knowledge Management, or Research and Design.
  • Relevant Project Management Training (in PMP, Agile, Prince 2 methodologies), Monitoring and evaluation, Knowledge Management or Research and Design, is strongly preferred.
  • Track record of influencing organizational strategic direction, planning and operations.
  • Proven ability of stakeholder engagement, strategy, program design, operations, and business development experience in the public health ecosystem in the South Asia Hub region (in one or more countries).
  • Relevant experience in leading large public health projects for government agencies and international development sector donors.
  • Available to travel nationally and internationally up to 30 percent.
  • Fluency in English is essential. Any additional regional language would be desirable.

  • Experience with major donors, INGOs in the health sector and Ministries of Health, government is preferable.
  • Demonstrated ability to develop and execute business strategies, achieving goals through market focus, innovative approaches, and entrepreneurial spirit while bearing in mind calculated risks.
  • Excellent written and verbal communication and negotiation skills, with the ability to persuade and influence others.

Must have legal authorization to work in India.
