Job Description

NHSRC seeks to recruit Lead Consultant PHA purely on contractual basis. The Lead Consultant will work under the supervision and overall guidance of Advisor, PHA. The candidate should be dynamic, highly motivated and ready to take up responsibilities assigned as a part of the team. He/she is expected to produce high quality written work, with great attention to detail, within tight deadlines. Should be passionate about working on health systems issues particularly for the poor and vulnerable population, with a problem-solving approach. Should be keen on working towards policy development at national level. Should be observant and keen and must have ability to respond appropriately in any situation. He/She should have the ability to question while bringing fresh and innovative ideas to the team.

Job Responsibilities

  • Should be capable to support Advisor in leading the team with capability to guide the team members with a wide public health horizon and visionary approach for developing public health plan and commensurate activity.
  • Should be able to lead the team in absence of advisor with capability to present and discuss the subject while attending any meeting within and beyond NHSRC like Ministry/DPs and other individual/Institutions.
  • Lead and manage a team of Senior Consultants and Consultants in PHA on technical assignments as per the requirement of the division, ensure timely delivery of complex tasks, and guide the team in reaching overall program goals.
  • Should have knowledge of various public health programs and activities (PMABHIM, 15FC, IPHS, MDSR/CDR/MNM, Health regulations, PHMC) so that he/she is able to provide adequate guidance and support for all ongoing programs and work of the division.
  • Undertake periodic monitoring visits to review implementation progress in states prepare reports and follow up on implementation of recommendations by the states.
  • Coordinate drafting of program documents and guidelines
  • Analyze and utilize data and observations from field visits, to address bottlenecks in implementation.
  • Support the Division in organization of National, Regional and state level workshops and consultations for orienting States on specific technical areas.
  • Liaise with implementing partners/development partners at the Centre or State level.
  • Prepare annual work plans and budget of the Division in coordination with the senior consultants and other team members
  • Work across divisions with other lead/senior consultants and serve as the nodal member for cross divisional activities.
  • Undertake such other assignments, which may be assigned from time to time by the Adviser of the PHA Division.

Education Qualification /Required Skills & Experience

  • Graduate in Health (MBBS/BDS/AYUSH/ Nursing) with Post Graduate qualification in Public Health/Community health (MD/MPH).

Experience:

  • Have at least 10 years of post-qualification experience in implementing and supporting large scale health care programmes at Central level/State level.
  • Experience of working with the Government would be desirable, with deep understanding of public health issues in India and role of various stakeholders
  • Willingness to travel to states & districts to provide technical assistance & ability to work on different assignments simultaneously and beyond office hours to meet the timelines for assignments.
  • Computer Skills: Proficiency in commonly used packages like MS Word, Excel, Power Point.
  • Ability to use internet to for desk research, literature review and accessing other relevant documents.
  • Good communication skills in English & Hindi- both written and oral, presentation skills, ability to write analytical reports

Desirable

  • Preference shall be given to those candidates having worked in Health programmes at National/State level and contributed in framing policies /PIPs and technical guidelines.
    Published work (guidelines, articles, books) in the area of health systems
