Position:- Manager – Policy and Coordination

Qualification:- Minimum Graduation in Economics/ Development Studies / Gender Studies / Public Policy / any related discipline

Contract : For 2.5 years, including 6 months probation (extendable for another 2 years depending on performance and funding availability)

Experience: 

The candidate should possess:-

  • Minimum 5 years (with a Master’s degree) or 7 years (with a Bachelor’s degree) of relevant experience in policy integration and liaising with the Central/State Government on rural livelihoods and entrepreneurship projects.
  • Demonstrated experience working with SIDBI, industry chambers / State industrial associations, State Rural Livelihoods Mission (SRLM), NABARD Regional Offices, State Level Bankers’ Committee (SLBC), local public and private financial institutions, Banking Correspondents (BCs), Yojana Kendras and other stakeholders for policy and financial support to women-led enterprises, SHGs, green entrepreneurs etc.
  • Experience in capacity building and training of local community and stakeholders in the area of livelihood development and entrepreneurship, including M&E.
  • Experience in multistakeholder coordination specially with communities and civil society

Job description:

Development Alternatives (DA) Group has been promoting ‘inclusive entrepreneurship’  – a phenomenon characterised by systemic change that enables under-represented groups such as youth and women to access entrepreneurship opportunities, thereby leading to social inclusion, quality employment, and sustainable economic growth. Among other States, our footprints have been concentrated in Uttar Pradesh, where we have carried out programmes that leverage social innovation tools to unleash entrepreneurial energies in women and youth and build positive ecosystems.

We are looking for a Manager – Policy and Coordination to join our team. You would be placed in Lucknow, Uttar Pradesh and be responsible for coordinating with the State Government Offices at block, district and State levels alongside other financial and non-financial stakeholders to support policy integration for rural livelihoods and entrepreneurship projects.

Duties and Responsibilities

Policy and Coordination

  • Support DA’s projects on rural livelihoods, women-led enterprises and collectives with Government liaising and stakeholders’ coordination for policy integration at the block, district and State levels.
  • Support the team to engage and coordinate with the Government, private and civil society  stakeholders at the block, district and State levels for data collection and policy research.
  • Identify and enable the convergence of the projects with the local infrastructure and resources, including but not limited to Government schemes and programmes, scheme delivery, outreach and grievance support mechanisms etc.
  • Build relationships and lead collaboration/communication with the State Government Departments, including the Uttar Pradesh State Rural Livelihood Mission (UPSRLM), Directorate of Industries and other relevant offices, State Level Bankers’ Committee (SLBC), NABARD Regional Office and other financial and non-financial stakeholders on behalf of DA.

Knowledge Management

  • Collect good practices and innovation from across the country, share with the UPSRLM and facilitate cross-learning.
  • Build a knowledge-sharing platform with multistakeholder participation, using the resources in the Government, including the existing infrastructure and/or creating a new MIS for the project.
  • Track progress in the policy and financial landscape at the State level.
  • Draft and maintain impact reportage with policy scope from the project, for the Government offices and other local partners.

Skills & Competencies

The candidate should demonstrate: –

  • Excellent communication and problem-solving skills.
  • Excellent presentation and drafting skills, with good working knowledge of MS Office and online collaborative tools.
  • Enhanced understanding of the rural livelihood and entrepreneurship ecosystem at the block, district and State levels, including knowledge of the public and private stakeholders involved in policy and financing processes.
  • Working proficiency in English and Hindi language.
