JOB SUMMARY
Responsible for the managing and coordinating proposal development process related to institutional funding sources and supporting CARE India’s efforts to secure consistent funding in line with its Strategic Programming Framework (SPF). S/He will support negotiations related to programme development with development organizations, private sector agencies and CARE international members. The Manager, Institutional Partnerships will contribute to learning processes on developing and designing projects for CARE India’s long term programmes across key thematic areas
ROLES AND RESPONSIBILITIES
Managing and Coordinating Proposal Development Processes
- Work closely with CARE USA and other CARE Member partners to deepen listing of Government and Institutional funders globally.
- Help create and execute CARE India’s positioning /pre-positioning strategy with key development institutions
- Scout for, Identify, Screens and analyses donor solicitations and requirements, across the IP universe
- Prepares summary notes of the donor solicitation requests and shares this with the group formed to filter solicitations and make recommendations to Head- IP/ Sr Dir FRMC
- Fills in the GoNoGo process (decision making process) template in consultation with the small group formed to analyse donor solicitations
- Prepares Action Plan outlining tasks, schedules, and responsibilities, for the proposal development process for solicitations that CARE India is responding to
- Actively co-ordinate and hold together the Proposal Design process
- Participates and provides inputs in Proposal Design Workshops
- A critical and key piece in IP submissions is holding the whole package together, ensuring that all requisite aspects are completed and final submission of the whole package in required formats, ensuring all mandatory and optional templates/ information is duly submitted, as per the instructions in the RFP.
- Monitors the progress of the proposal development process regularly

- Partner with/lead/co-ordinate with SPU1/SPU2 heads on proposal development processes for solicitations and flags off concerns regarding the same
- Prepare ToR for external resource persons
- Liaises with different teams (Finance, Operations, HR etc.) and external stakeholders on relevant aspects of the proposal development process
- Reviews draft proposals, collates feedback from proposal reviewers
- Prepares Proposal Submission Checklist and ensures submission package adheres to donor guidelines
Coordinates process for responding to donor feedback
- Liaises with members of CARE International, as and when required, for proposal development processes
- Participates in Project Inception Workshops
- Facilitates the adoption and use of the guidance laid out in the Programme Development Handbook in proposal development processes
- Reviews adherence to guidance laid out in the Programme Development Handbook and identifies practices to promote adherence to the guidance
- Reviews and refines tools and processes to aid programme development
- Compiles and maintains appropriate filing system for all relevant documentation (eMails and other correspondence, minutes of meetings, solicitation documents, action plans, proposal documents- draft and final versions, budget, donor feedback, award letters etc.) with regard to solicitations being pursued
- Post-submission review of the process with a view to make the processes more effective and efficient
- Post- award review to analyse strengths and areas of improvement for future submissions
- Maintains and analyses MIS of the status of proposals submitted

Donor Opportunity Tracking and Gathering Donor Intelligence
- Networking – Nurturing and expanding a network of key personnel from institutional partner agencies to position CARE personae and programs strategically Tracks institutional donor funding opportunities regularly
- Positioning and pre-positioning CARE aggressively with key institutional funding organisations in India and globally. Active participation in communication events organized by institutions like the World Bank, ADB, USAID etc.
- Identifies and proactively pursues fundraising opportunities
- Forecasts donor opportunities and maintains a pipeline of potential donor opportunities
- Prepares summary briefs on different institutional donors – strategy, priorities, funding instruments etc.
- Identifies new donors and potential consortium partners through networking and other mediums and builds a strong donor base and database of consortium partners
- Prepares presentations and Participates in donor meetings
- Exploring and putting in place funding mechanisms –Impact Bonds, Social Stock exchange, PPP etc.
Developing Project Availability List (PAL)
- Works with the Programme Hubs’ teams and Manager, Strategic Partnership Alliances from the Corporate Fund Raising Team to identify projects for PAL
- Maintains the Project Availability List (PAL) and reviews and updates the PAL to ensure a match of the shortlisted projects with potential and available funding opportunities
- Facilitate Learning on Programme Development and Design Processes within the Organisation
- Participates in Learning Workshops organized in the Programming Hubs
- Shares learnings on programme design and development processes
- Facilitates workshops and structured discussions around program development
- Participates in project review and reflection meetings
- Identifies stakeholder groups, manages group coordination and dynamics, and identifies common goals and priorities
- New funding mechanisms –Impact Bonds, Social Stock exchange, PPP etc. Be conversant with them. Experience of having structured at least one such deal would be ideal.

QUALIFICATION & EXPERIENCE
Essential – Master’s degree in Social Work/ Social Sciences
Preferred – Must have a minimum of 6-10 years of work experience in social sector. 2-3 years experience in program development will be an advantage. Having writing or co-ordinated a USAID/Co-Impact fund raise will be add to the application

- Understanding of the development sector and key players be it foundations, donor agencies and counterparts.
- Demonstrated success in Institutional bids with diverse Institutional donors – bilateral and multilateral agencies, Foundations and Indian Government agencies
- Deep understanding of the programmatic priorities and administrative requirements of various bilateral and multilateral agencies
- Demonstrated experience of preparing and submitting competitive cost bids
- Deep networking in institutional donors
- Past experience of streamlining proposal development and submission process for large bids, involving multiple departments
- Strong communication skills – oral and written,
- Negotiation and coordination skills
- Good Inter-personal skills
- Strong analytical skills
- Strong logical and lateral thinking
- Ability to work in multi-cultural team and with different stake-holders
