The Training vertical at J-PAL South Asia (J-PAL SA) at the Institute of Financial Management and Research (IFMR) works on strengthening monitoring and evaluation capacities and systems and helping implementers, policymakers, and researchers become better producers and users of evidence.

We host CLEAR South Asia, the South Asia Regional Centre for Learning on Evaluation and Results (CLEAR), an initiative coordinated by the World Bank’s Independent Evaluation Group (IEG). As host of the South Asia CLEAR center, J-PAL SA at IFMR covers India, Bangladesh, Bhutan, Nepal and Sri Lanka, offering M&E technical assistance and capacity building to governments, civil society, and M&E practitioners to support use of high-quality M&E for evidence-based decision-making. CLEAR South Asia is a key implementing partner of the Global Evaluation Initiative(GEI) and works closely with the GEI Secretariat at the World Bank to align the regional strategy with broader organizational objectives.

CLEAR/J-PAL SA seeks an M&E Training Manager to lead our evaluation capacity development work through long-term government partnerships, technical advisory services, training workshops, fellowships, and M&E knowledge products and events. Descriptions of the programmes, key responsibilities, and other requirements for the role are as detailed below:

KEY RESPONSIBILITIES:

·      Supporting state and central government partners in M&E system strengthening through M&E diagnostic, technical, and other advisory support services

·      Coordinating and executing high-quality M&E capacity building services, including open enrollment and custom courses, technical advisory services, knowledge products and outreach events

·      Building and strengthening relationships with strategic partners, clients, and stakeholders and expanding outreach for capacity building activities in South Asia

·      Supporting CLEAR grant reporting for the World Bank’s Independent Evaluation Group (IEG)

·      Assisting in the financial and operational management of the CLEAR South Asia Center, in close collaboration with the J-PAL SA Administration and Finance team

·      Assisting in developing, monitoring, and continuously revising CLEAR South Asia strategy, in collaboration with the GEI Secretariat, IFMR, and the J-PAL Global Training team

·      Mentoring and managing Training Senior Associates/ Associates

QUALIFICATIONS

●       Education: Advanced degree (Masters or higher) in a related field (evaluation, economics, public policy, political science, sociology, or another social science related to monitoring and evaluation).

●       Experience: Minimum of 4 years of relevant professional experience in managerial or technical positions, with a focus on monitoring and evaluation and working with government stakeholders. Preference will be given to candidates with previous experience as an evaluator or manager involved with M&E functions in a government department, multilateral organization or international evaluation community.

●       Monitoring and evaluation technical skills: Strong M&E skills, as demonstrated in professional and/or academic experience. Candidates should have a good understanding of evaluation tools, methods and approaches, particularly impact evaluations

●       Partnership management and fundraising:  Demonstrated partnership management skills and the ability to build and maintain relationships with government officials, development partners and other stakeholders, including experience with donor coordination. Fundraising success with bilaterals, multilaterals, foundations, etc. and management of donor funding.

●       Capacity Building and Teaching skills: A strong record of providing technical advisory services (e.g., to governments, NGOs, etc.) and teaching on M&E, developing curricula, and facilitating/TAing, either through workshops or in a formal university setting.

o   Strong communication skills, including the ability to present in a clear, objective and engaging manner in high-level settings

o  Proven ability to handle several different projects/tasks at one time, successfully complete tasks assigned, and meet deadlines;

o  High level of attention to detail;

o  Strong interest in monitoring and evaluation and/or international development policy as demonstrated by coursework and professional experience.

o  Language: Fluency in English (written and oral).

●       Travel: Position requires travel throughout India and South Asia to deliver capacity building activities, as well as promote new partnerships and initiatives.
