About the Organization
Jhpiego is a nonprofit organization for international health affiliated with Johns Hopkins University. The group was founded in 1973 and initially called the Johns Hopkins Program for International Education in Gynecology and Obstetrics, but is now referred to simply as Jhpiego.
Job Description/Responsibilities
The Monitoring, Evaluation, and Learning (MEL) Officer will lead the development and implementation of the MEL framework of the assigned projects and support strategic initiatives.
Strengthening project MEL processes & data – quality, and compliance following industry standards, JHPIEGO guidelines, donor requirements, and in-country standards.
Monitoring:
- Support the development & managing of MIS systems for collecting, tracking, analyzing, and reporting the progress of the project activities/targets/MEL framework.
- Develop & implement SOPs for data collection, collation, analysis, and reporting across the assigned projects.
- Build and implement Data Quality Assurance system including the supportive supervision and onsite data validation and verification process in the field.
- Capacitate and Support the field staff in web and mobile-based MIS, data quality assurance, data management, documentation and analyzing reports for dissemination
- Support the programs on timely data collection, collation and analysis about various Jhpiego projects
Evaluation and Learning:
- Develop learning questions and plan the process/methods to answer the learning questions
- Support in MEL development and testing & validating the innovative methods in project domains including Maternal and Child Health, Family Planning, Human Resources for Health, Health System Strengthening, etc.
- Support in designing research (Implementation, Operational, analytical, etc) & evaluation studies including protocols development, regulatory approvals, ethical clearance (Jhpiego IRB and local IRBs), capacity building of field teams, implementation of the studies for answering the learnings, to understand the program impact, etc.
- Support in the development of manuscripts development/ publications in the assigned field.
Documentation & Reporting
- Prepare monthly program progress reports/slide decks to share with various stakeholders including donors, and support in the program review process.
- Support in the documentation of various project results, processes and development of success stories and fact sheets for strategic sharing and dissemination.
Performance Management:
- Support Program Directors/ Managers to make data-driven decisions, optimize resource allocation, and improve program efficiency and effectiveness by leveraging evidence-based decision-making, integrated dashboards, and data analytics as per the MEL framework.
Data Management, Compliance and Capacity Building
- Assist the program staff with capacity building, and data management through web-based & mobile-based data management systems (Web SBM-R, TIMS, J-ODK, etc).
- Maintain program and office files, electronically (SharePoint) and physical files in the New Delhi office.
- Maintains all regulatory, and ethical compliance of data privacy and confidentiality in the assigned projects and organization.
- Develop a basic understanding of Family Planning, Maternal Child Health, and Quality of Care related to clinical and training concepts and terminology to more comfortably assist in program data management.
- Undertake other assignments, which may be assigned from time to time by the Reporting Authority
Education Qualification/Required Skills & Experience
- Masters in Epidemiology, Statistics, or Public Health.
- 5 years of relevant professional experience working with international health programs/ organizations, especially in the field of Monitoring, Evaluation, and Research related activities.
- At least two years of experience in supporting operational research protocols and conducting surveys and data collection in the health sector.
- Understanding of Global Health and development approach with a willingness to learn the technical side of program implementation.
