Purpose: 

CEEW has been awarded the Clean Air Better Health programme by the USAID. The objective of the program is twofold – to mitigate air pollution and to minimize exposure to air pollution. This is a 5-year grant that will tackle air pollution in various sectors, including industry, transportation, cooking fuels, construction, and land use. CEEW has four other partners on this programme – ASAR, ELDF, EDS, and Vital Strategies. Each of these partners will be responsible for targeted communication to cohorts, legal and regulatory issues, indoor air quality, and health issues, respectively.

The main purpose of this role is to effectively oversee CABH’s overall project management and the approach and activities for monitoring, evaluation, and learning through a collaborating, learning, and adapting (CLA) lens. The role will require the selected candidate to – (1) track the progress on the project activities utilising project management tools, and (2) develop the MEL plan, design and implement the MEL system and actively monitor project progress against the outcome indicators listed in the MEL plan. The selected candidate will also be responsible for collecting and analysing data pertaining to the indicators defined in the MEL plan, and advise course corrections and adjustments into project implementation. 

Job Duties and Accountabilities

The responsibilities for this position include the following:

  • Develop project management structures in a tool such as MS Project or Zoho. This will include tracking of individual tasks of CEEW and partners over the course of the programme. The tasks tracking will include hours and budget, as well as MEL metrics.
  • Develop the monitoring, evaluating, and learning plan for CABH. This will involve selecting and defining output and outcome indicators, setting targets for all indicators, collecting relevant data for the indicator, and continuously monitoring the collected data to assess project progress and ensuring that it is on track to meet its objectives.
  • Develop and implement continuous and end-of-project evaluations, surveys and other components of the monitoring and evaluation system.
  • Oversee the project’s CLA approach and activities in collaboration with the Chief of Party and other key personnel.
  • Develop and conduct monitoring activities that capture the data needed to report on program results.
  • Design appropriate feedback mechanisms to ensure that the program uses an adaptive learning approach and necessary course corrections can be made in the programme’s approach and activities, as and when required.
  • Work with partners to ensure application of high-quality data for reporting on MEL indicators is routinely being collected.
  • Provide ongoing supervision and technical assistance to partners, as needed, in the implementation of the monitoring and evaluation system
  • Communicate information obtained through MEL activities to consortium partners, as well as USAID and partners.
  • Regularly review data collection processes, perform data quality assessments, and make adjustments as needed.
  • Produce detailed and timely MEL reports for the project
  • Develop annual performance plans and annual MEL plans.
  • Serve as a key leadership personnel

Qualifications and experience

  • At least 8 years of experience related to project management, monitoring, evaluating, learning, and reporting on international programs, including demonstrated experience in developing and implementing monitoring, evaluation, and learning plans
  • Proficiency in project management tool usage, such as MS Project, Zoho Projects, etc.
  • Experience with indicator selection, target setting, reporting, database management, and developing MEL and performance monitoring plans.
  • Knowledge of USAID rules, regulations, policies, and procedures.
  • Experience with indicator selection, target setting, reporting, database management, and developing MEL and performance monitoring plans.
  • Ability to set up a solid monitoring system to assess the fidelity of the implementation and the effectiveness of the program, and use this data for adaptive project management.
  • Familiarity with innovative MEL methods that can be effective in remote areas with little resources.
  • Understanding of gender and social inclusion considerations for the Indian context preferred.
  • Experience in designing and implementing surveys and other data collection tools.
  • Experience working on programs focused on environmental pollution, public health, climate change preferred
  • A comprehensive understanding of the energy ecosystem in the country and its linkages with environmental outcomes is highly desirable. The selected candidate must make best possible efforts to upgrade their understanding of the air pollution domain, through some form of accelerated and continuous learning process.
  • Strong written and verbal communication skills in English required.

Compensation

Competitive compensation – commensurate to the experience and matching the best of standards adopted by industry or other similar organizations for similar roles. Compensation will, in equal measure, be determined by the budgetary allowance and provisions for various members of the programme management.
