PROJECT DETAILS

The project goal is to empower 12,000 smallholder farmer households through promoting sustainable agriculture and water harvesting and water conservation resulting in enhanced income for the smallholder farmers. The objective of the project are as follows:

  • Objective 1: Strengthening Community Based Organizations by building their capacities   
  • Objective 2: Natural Resource Management through promotion of water conservation and water harvesting methods  
  • Objective 3: Promotion of sustainable agriculture practices within smallholder farmers
  • Objective 4: Enterprise promotion and support
  • Objective 5: Enabling environment creation for enterprise and smallholder farmers

JOB SUMMARY

MIS Officer is to be primarily contracted for 12 months (may be extended as per need/requirement to support the project team and project office operations located in Bathinda, Maur and Blocks in Bathinda District, Punjab. MIS Officer ensures technical quality of monitoring, evaluations, and research studies for the project.  S/he will be responsible to implement effective MIS, manage outcome monitoring, coordinate evaluation and research, bring out periodic analyses for reflection, support preparation of analytical report to the donor, manage performance tracking of the project for timely decision-making.  She/he will help build district/block staff capacity to meet the data validation requirement, M&E and research needs of the projects.  The position is responsible for knowledge management and learning and support Project Manager to ensure smooth functioning of KMLE of the project. The position will ensure faster and efficient process management at the project office level.

ROLES AND RESPONSIBILITIES

  • Technical Support – responsible for quality data management and maintenance of database.
  • Support to the Project team on training the Field Staffs, CLWs/ Animators on data recording, storage, analysis as also on identification and documentation of human interest stories.
  • MIS report data cumulation, validation analysis based on reports provided by Field Officer and prepare monthly progress reports. 
  • Collection, review and finalize documentation of case studies under the guidance of PM.
  • Quality Data Collection through paper and IT based processes.
  • Data validation and data cleaning before uploading the data on the MIS. 
  • Support PM/POs with data for Documentation (Blogs etc.)
  • Prepare the monthly and quarterly reporting, compiling the information, and sharing as required.
  • Data Collection- conduct regular on-site monitoring for collection of inputs for case stories, process monitoring and outcome tracking.
  • Triangulate collected data/ information in consultation with the field team.
  • Field visits to reach community, assess community feedback and validation of MIS Report.
  • Support the project, including coordination with third party agencies for field data collection, MIS reporting, capacity building, assistance to the Program Manager for preparation of annual reports, etc.
  • Use technological applications (including GPS/GIS-based as may be required) and devices for data management online and ofline.
  • Prepare a questionnaire for the data collection and required formats on a regular basis 
  • Data Analysis – responsible for generation of primary reports
  • Develop formats/templates for data collection as per direction, for development and use of dashboards for effective application of collected data.
  • Ensure quality, integrity and efficiency of data collection.
  • Ensure cleaning, cross check and validation of data. 
  • Analyze and interpret data through PPT,MS-word, MS-Excel (Advance), SPSS and/or other statistical packages.
  • Support in accessing information for reporting.
  • Facilitate creation and dissemination of knowledge products. 
  • Update required project information on CARE India’s internal web portals.
  • Any other tasks as may be assigned by the Project Manager.

QUALIFICATION & EXPERIENCE

Essential:

  • Fresher candidate with Post-Graduate or Masters in Statistics/Computer Applications/Database Management/Business Management/Rural/Social Work and any other relevant field. 
    Or
  • Graduate in Statistics/Computer Applications/Database management/ Business Management/Rural/Social Work and any other relevant field with at least 3 years of similar work experience.
  • Experience of handling and analysis of large-scale data sets.
  • Experience in MS-Excel (Advanced), SPSS and or other quantitative and qualitative analytical package.
  • Have sound knowledge on documentation and proven skills on documentation of project learning.
  • Strong writing skills in English language.

Preferred:

  • Experience of working in a large project and with diverse team.
  • Demonstrable experience in quantitative and/or qualitative research
  • Candidates with proficiency in local language will be preferred.

Language skills:

Good writing and oral communication skills in English and Hindi.     Candidates with proficiency in Punjabi reading, writing and speaking will be preferred

  • Understanding of gender dimensions within Climate Smart Agriculture and Nutrition Security domains.
  • Working with multi-diversified team and in research and knowledge product development with ability to independently assume responsibility with minimal guidance from supervisors to produce learning materials.
  • Able to conduct primary and secondary research for identifying the newest trends and incorporate them in program / process approach
