Position Purpose:

Under the guidance and supervision of the Deputy Resident Representative, the Monitoring & Evaluation Analyst contributes to the effective implementation of the evaluation policy, ensures that the monitoring and evaluation requirements for the Country Programme and projects are met and participates in the conduct of thematic and crosscutting evaluations. S/he supports the new programme and project development, quality assurance and coordination with the Government coordinating agencies. Additionally, the incumbent ensures that objective evaluations are designed and implemented to assess the country programme relevance, effectiveness, efficiency, impact and sustainability of results; evaluations carried out in a credible and systematic manner; evaluation lessons and recommendations are used for programme design; contribute to implementation of UN Sustainable Development Cooperation Framework (UNSDCF) priorities and results.

The Monitoring & Evaluation Analyst works in close collaboration with the Management Support, Resource Mobilization, Programme and Operations Teams in the CO, and Government officials to ensure that thematic, programme and project monitoring and evaluation missions are carried out according to schedules and that findings and recommendations are implemented and followed up.

DUTIES & RESPONSIBILITIES

Technical support for CO business development:

  • Acts as primary focal point for CO business development plans and first point of call for oversight and troubleshooting. Supports in implementing solutions to identified challenges, including through the development and follow up to improvement plans or remedial actions.
  • Ensures guidance to proactively identify and address management performance trends against annual compact signed by the Resident Representative with the Regional Bureau Director and corporate KPIs, recognize root causes and address gaps identified by corporate dashboards, audits, quality assurance reviews and oversight, online performance monitoring tools, Vital signs, Quantum+, programme and project management dashboards etc.
  • Supports CO management in Business Plan reviews internally as well as with UNDP Headquarters.
  • Supports programme and project risk monitoring, quality assurance and compliance mechanisms.
  • Conducts periodic and targeted quality assurance reviews at programme & project level implementation and risk management, remotely and on site, and making recommendations on improvement to CO management team.
  • Serves on compliance review committees, as needed, such as pre-Project Appraisal Committee reviews, Compliance Review Panels, and Advisory Committees through technical inputs and/or coordination.
  • Works with Finance and Programme team on annual budget planning, pipeline management, data analysis on financial sustainability with regular updates and advise to CO management.
  • Participates in, and brings CO perspectives into, the implementation of policy and strategic initiatives at the regional and HQ level in her/his areas of responsibility to support the key results, outcomes, and outputs of the UNDP Strategic Plan.
  • Contributes to discussion, trainings and roll out of corporate initiatives, as and when required.

Programme Oversight, Monitoring and Evaluation:

  • Leads Programme portfolio implementation and quality assurance reviews internally (monthly, quarterly, annually) as well as with external partners such as Outcome Board meetings, Country Programme Management Board meetings etc.  Document the outcomes and monitor for timely actions.
  • Under the guidance of the CO management team, leads coordination and oversight of the country programme with the government coordinating agency and results monitoring at regular intervals; and partnership management.  
  • Leads review and quality assurance of Programme and Project documents, results and resources framework; governance arrangements; risk management plans and all related documents with final sign off before the documents are put up for approval in the Programme / Project Appraisal Committee.
  • Leads development and oversight of the monitoring of annual programme, thematic and project evaluation plans, TORs and its implementation. Acts as custodian for evaluation quality assurance checklist to ensure quality check right from the TOR formulation to final evaluation report and timely implementation of the recommendations.
  • Leads Country Programme mid-term review and end term evaluation under the guidance of CO management leading up to formulation of the new country programme development cycle.
  • Support the monitoring of business processes and Standard Operating Procedures (SOPs) in programme and project oversight.
  • Leads capacity development and knowledge facilitation of the CO staff on programme management, monitoring and oversight tools including corporate ones.
  • Lead capacity development and guidance of the evaluation guidelines, standards, quality assurance checklist etc. in the Country Office. Contributes to the implementation of Evaluation Knowledge Management and Learning Strategy.
  • Collaborates and coordinates with other UN agencies, government agencies, NGOs, and other organizations on monitoring and evaluation issues, practices and knowledge management
  • Contributes to discussion, trainings and roll out of corporate initiatives, as and when required.

Results-Based Management support to programme delivery:

  • Leads integrated and results-based programme and project development with creative solutions for the integrated portfolio management.
  • Supports programme and project managers in designing the results-based management, monitoring and evaluation frameworks with appropriate tracking tools.
  • Leads and coordinates efficient and client-oriented advice and quality assurance work for CO programme activities.
  • Ensures compliance of project and programme management actions, at the design, implementation, and closure stages, to ensure that they are implemented consistently and in accordance with corporate policies and standards.
  • Provides oversight on processes to monitor management of partner agreements and to elaborate partnership frameworks and conditions of funding contributions / resources mobilization efforts.
  • Maintains & sends regular updates to programme and project teams using M&E tracking tools including using latest IT tools, as appropriate, to enhance efficiency and effectiveness in the monitoring processes.
  • Consolidates evaluation findings, lessons learned and recommendations to be disseminated in learning events and channeled into decision-making processes.
  • Provides regular guidance and capacity development on UNDP M&E policies, procedures and practices to programme and project managers, UNDP CO staff concerned with monitoring and evaluation, consultants and/or members of the evaluation team.
  • Participation in the conduct of results-oriented monitoring and evaluation training efforts in the Country Office. In close collaboration with relevant teams in the BRH and HQ teams, contributes to development and delivery of training packages to strengthen COs’ and partners’ capacities in the programme and project monitoring, oversight and implementation of the CO portfolio.
  • Performs delegated tasks and backstopping support as and when requested by the supervisor.

Oversight and risk management support

  • Provides oversight of risk management and assessments for risk-informed Programme and Projects and guides CO management on appropriate actions. Ensures quality of programmatic and project risk management practices and lead in the identification and implementation of solutions.
  • Leads and advice on the implementation of the enterprise risk management policy and procedures, including risk assessments, risk analysis for decision making, design and implementation of risk informed SOPs, risk mitigation actions, risk escalation, etc.
  • Leads preparation and follow-up to programme and project audits including National Implementation Modality (NIM), Country Office audit, Direct Implementation Modality (DIM) and special audits, and audits by the UN Board of Auditors.
  • Prepares risk analysis and reports, with recommendations on management and escalation requiring management’s actions and interventions
  • Leads capacity and knowledge building of CO staff on risk management practices, lessons learnt
  • Contributes to discussion and implementation of corporate risk management initiatives, as and when required.

Performs supervisory role and ensures effective team management through the followings:

  • Facilitates the engagement and provision of high-quality results and services of the team through effective work planning, performance management and coaching.
  • Provide oversight, ensuring compliance by team members with existing policies and best practices.

Supervisory/Managerial Responsibilities:

  • Monitoring & Evaluation Analyst will supervise and provide day to day support to Monitoring Evaluation and Learning Associate.

REQUIREMENTS:

Education:

  • Master’s Degree in Development Studies, Social Sciences, Public Administration, Business Management, International Relations, Economics, or related discipline OR
  • A Bachelor’s degree in the related fields with additional 2 years of relevant experience will be given due consideration in lieu of a Master’s Degree.

Experience:

  • Minimum 2 years (Master’s degree) or 4 years (Bachelor’s degree) of relevant experience at the national and international level is required.
  • Demonstrated experience in monitoring and evaluation of development projects and results-based management at the national and international levels with a background in the analysis of socio-economic issues and related policy matters. 
  • Experience in the usage of computers and office software packages, experience in handling of web-based management systems.

Language Criteria:

  • Fluency in English and the national language of duty station.

Desirable:

  • Demonstrated experience in project management.
  • Experience in developing practical guidance and tools on M&E activities including M&E data management.
  • Knowledge of UN system programming.
  • M&E experiences in UNDP and/or other UN agencies.
